DES is seeking an experienced and highly motivated individual to join our team as an ADA 504 and Language Access Coordinator. This position works in coordination with the Office of Equal Opportunity Administrator, the ADA 504 and Language Access Coordinator coordinates and monitors efforts to fulfill the agency’s responsibilities and compliance related to public accommodations under Title II of the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act, and language access requirements under Title VI of the Civil Rights Act, and other federal and state laws prohibiting discrimination. This position evaluates, monitors, and reacts to language access needs/services for Limited English Proficient (LEP) individuals regarding the delivery of department programs and services; and provides administrative oversight and serves as the internal point of contact and technical resource for division liaisons on ADA and LEP related issues.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Meets regularly with the ADA Title II and Language Access Liaisons to provide consistent guidance and facilitate technical assistance to division liaisons on the overall implementation of ADA and LEP requirements to ensure compliance.
• Establish positive working relationships with, internal stakeholders, community organizations, local advocacy groups, and the local disability and LEP communities. Solicits, reviews, and summarizes community comments regarding disability and language access to agency programs, services, and activities.
• Assesses and respond to requests for ADA accommodations from members of the general public. Examine, resolve, and track complaints of violations of ADA and LEP regulations and assists with discrimination investigations related to the agency’s nondiscrimination policy.
• Attends regular meetings and workshops to stay abreast of new guidance, trends, and innovations related to assigned areas of responsibility. Participate in community outreach with organizations representing individuals with disabilities and/or limited English proficiency.
• Perform on-site visits to assess compliance according to established schedules. Detect instances of noncompliance and prepares reports identifying the necessary corrective actions. Ensure required ADA Title II and LEP notifications required by federal and state laws (i.e., posters, pamphlets, and forms) are displayed in DES facilities and posted on the DES Website.
• Collaborate with the appropriate training and policy personnel to develop and maintain training for agency staff on ADA Title II, Section 504 of the Rehabilitation Act, and Language Access policies, procedures, and available resources.
• Develop, implement, and manages the agency’s ADA Transition Plan and Language Access Plan and updates annually. Develop reports and assesses data to determine trends and identify opportunities for improvement. Submits recommendations to senior leadership and sets goals to ensure implementation.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Advanced knowledge of federal and state standards and guidelines which apply to equal access to federally funded programs, services, and activities for individuals with disabilities and/or limited English proficiency.
• Advanced knowledge of the principles and practices of compliance monitoring, review, and techniques.
• Principles and techniques of training and persuasive presentation of ideas and concepts in both oral and written formats.

Skills In:
• Communicating effectively and persuasively; speaking in large and small group settings.
• Analyzing complex problems, evaluate alternative solutions and recommend or adopt effective courses of action.
• Exceptional ability to research, comprehend, and interpret applicable laws, rules, regulations, policies, and court decisions.
• Delivery of group and individual training sessions.
• Effective time management.

Ability to:
• Work effectively independently and with diverse groups.
• Exercise sound independent judgment within general policy guidelines.
• Prepare and analyze comprehensive reports.
• Establish and maintain effective work relationships with those contacted in the performance of required duties.

Selective Preference(s):

This ideal candidate for this position will have:

• Possession of an ADA Coordinator Training Certification (ACTCP) preferred or comparable.

Pre-Employment Requirements:

• This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
