Job Summary:

The Senior Applications Developer’s primary responsibilities will be leading the design, development, and integration of spatial technologies into applications to support programs across the agency. Working with the GIS Manager, the senior application developer will engage with users on cross-functional project teams to determine and document requirements and develop technical solutions using industry-accepted best practices. This position also supports deployed geospatial applications, systems, and processes by proactively identifying and resolving technical issues, and writing technical documentation to describe GIS systems, data, and processes. This position also assists with GIS system architecture design and implementation, and ongoing maintenance. Performs other duties as assigned.


This position may be available for remote work within Arizona. The selected candidate should have a willingness to work in the office at least 1 day a week.

Job Duties:

-Creates and migrates legacy custom web mapping applications using current versions of ArcGIS for JavaScript, Esri App builders, relational databases, and common Python libraries (e.g. ArcPy, pandas) that comply with agency technology policies and rules.
-Participates in Agile software development life cycle activities by assisting business analysts with developing user stories and test cases
-Maintains GIS servers and applications by performing software and server upgrades i.e. ArcGIS Server, ArcGIS Enterprise, ArcGIS Pro; plans upgrades by developing thorough execution plans to minimize impact to GIS and agency business operations.
-Develops tools and processes (e.g. ETL, Python automation) allowing for repeatable and efficient GIS workflows in support of programs across the agency.
-Uses a systematic approach for troubleshooting GIS applications, systems and processes to quickly isolate and resolve issues in a timely manner.
-Engages with stakeholders on cross-functional project teams to understand end user feature and functional requirements, and contribute to developing technical solutions using industry best practices.
-Documents GIS systems, data, and workflows by developing technical documentation (standard operating procedures, user manuals, metadata, process diagrams) using standard agency templates.
-Other duties as assigned as related to the position (typically 5% - 10%)

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

- Desktop, web and enterprise GIS environments, spatial data formats, map projections
- Knowledge of web programming languages e.g. HTML5, CSS3, JavaScript 3.x/4.x;
-Knowledge of RDBM systems, e.g. SQL Server, enterprise geodatabases
-Working Knowledge of relational databases
-Experience with Esri development platforms, e.g. Web AppBuilder, Experience Builder, ArcGIS JavaScript API, third-party API and services integration
- Working knowledge of ArcGIS Server/ArcGIS Enterprise
-Python proficiency for automating tasks
-Knowledge of security vulnerabilities and safeguards
-Applicable laws, rules, policies regarding security, privacy, and management of confidential data
- Basic project management methodologies, including Agile

Skill in:

- Using ArcGIS Pro to develop and manipulate spatial data
- Using ArcGIS JavaScript APIs to develop and enhance web applications
- Strong analytical & problem-solving skills to resolve issues in applications and systems
- Working with data in relational databases
- Excellent interpersonal, written and oral communication skills;
- Using Python for data processing, analysis, and automation;
- Leading initiatives to develop solutions and processes to meet needs using unique innovative approaches
- Developing mapping applications and providing technical assistance in using these applications to internal and external stakeholders.

Ability to:

- Present ideas visually, orally and in writing in a clear, concise manner to partners and stakeholders;
- Act as lead on complex GIS tasks/projects;
- Prioritize and plan work activities; sets goals and objectives; use time efficiently and shift focus as needed
- Assess stakeholder and end user information needs;
- Develop and write advanced technical documentation;
- Establish and maintain effective relationships with diverse stakeholders to achieve shared goals;
- Demonstrate continuous effort to improve operations and streamline work processes.

Selective Preference(s):

Bachelor of Science degree in computer science, geographic information systems, engineering, or a related technical field with GIS emphasis; 5+ years web development experience using Esri's ArcGIS technology stack. Intermediate or advanced Python skills are a plus.

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit. New State employees have a 27-week wait period for contributions to begin.
