Job Summary:

The Office of General Counsel (OGC) is committed to providing top-tier legal representation to the Arizona Corporation Commission. Our work covers a wide range of regulatory issues, from commission and federal dockets to litigation at the state, federal, and appellate levels, as well as other special projects.

Job Duties:

A career with the Arizona Corporation Commission's OGC is a unique opportunity to take on one of the most impactful roles in state government. As Arizona's "fourth branch of government," the Commission combines legislative, executive, and judicial powers. As Senior Associate General Counsel, you will play a pivotal role in overseeing utility regulation that directly affects millions of Arizona residents. You'll engage in matters related to electric, water, wastewater, and telecommunications services, as well as safety concerns surrounding railroads, pipelines, and power lines.

 

What You’ll Do
This position offers a dynamic mix of legal work, problem-solving, and strategic decision-making. Here’s a glimpse of what your day-to-day might include:

  • Utility Regulation: Work on regulatory issues affecting utility services across Arizona. Review and analyze applications from utility companies on service rates and safety.
  • Research & Drafting: Conduct legal research, prepare pleadings, and collaborate with engineers, financial analysts, and various Commission staff members.
  • Litigation & Representation: Present evidence, cross-examine witnesses, and represent the Commission in state and federal courts. You’ll also handle appeals, often arguing before higher courts.
  • Legal Advisory: Provide advice on utility ratemaking policies, rules, and regulations to both Commission staff and elected Commissioners. You’ll also evaluate the legal impact of Commission decisions.
  • Collaboration & Teamwork: You’ll be working closely with a dedicated team of attorneys, paralegals, and staff, ensuring you have support in your legal work and growth.
  • Public Records & Compliance: Handle public records requests and ensure compliance with open meeting laws.
Knowledge, Skills & Abilities (KSAs):

What You Bring to the Table:
We’re looking for a highly skilled legal professional who’s ready to dive into the complexities of utility regulation. 

  • Juris Doctorate and active membership with the Arizona State Bar (in good standing)
  • 5+ years of legal experience
  • Strong knowledge of Arizona and federal Constitutional law, utility regulations, administrative law, and settlement techniques
  • Proven experience in civil litigation or contested legal proceedings
  • Passion for public service and protecting Arizona consumers
  • Expertise in legal research, drafting, and oral presentations
  • Strong interpersonal skills and an understanding of the political dynamics involved in representing elected officials
  • Familiarity with state and federal regulatory programs, especially in utilities and energy
  • A collaborative mindset, along with strong problem-solving and time management abilities
  • Experience in utilities or energy-related fields is a plus, but if you’re eager to learn, we’ll provide comprehensive training.
