The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The Physical Plant Supervisor I supervise the execution of preventative maintenance programs, work schedules, daily work plans, training programs, and quality control and performs work under minimal supervision. This position is also responsible for enforcing policies, regulations, safe procedures, and producing results for the Construction and Facilities Management Office (CFMO) at Camp Navajo.

Job Duties:

Responsibilities include:
• Maintain and retrieve work orders through PRIDE database, assign and complete tasks monitor status of ongoing and completed projects, tracks hours and set priorities. Identify, assess, schedule and perform maintenance and repairs to industry standards.
• Perform inspections to ensure technicians maintain compliance with all policies, procedures, labor, and labor methods through proper record keeping of materials, registered equipment and materials used, man hours expended, vehicle mileage, and other safety practices as required. Responsible for ensuring maintenance technicians maintain their vehicles and equipment.
• Maintain accountability of a repair part bench stock program and equipment inventory of over a hundred items in excess of $500,000 including vehicles. Manage, monitor and maintain credit card purchases and vehicle fleet scheduling.
• Coordinate with supervisors to prioritize and assess workloads, evaluate resources, provide reports, and determine cost/budgets. Oversee the supervision of inmates and their assigned task and transportation
• Coordinate and communicate with building managers, engineers and planners, multiple agencies and city officials for routine work, construction and repair projects and landscape needs. Supervise and schedule all pest and weed control and landscape and contractor operations. Assure all training areas are fully functional to meet all mission training requirements and worldwide deployment.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Facilities and infrastructure to include, TS roads and grounds, pavements, parking lots, curbs, sidewalks and gutters, in addition to the interior and exterior of buildings to include all electrical, plumbing, natural gas, waste water, HVAC, painting, carpentry, masonry, mechanical sub-systems, etc.
• Roads, grounds, infrastructure, facility maintenance, custodial, transportation, and construction methods.
• Safe work methods, operating procedures and maintenance processes.
• Hand tools and use of proper equipment.
• Project Management.
• Rules and regulations to supervise inmates.
• National and local building codes.

Skilled in:
• Safety method of self and others.
• The use of the tools, equipment and materials common to building maintenance work;
• Supervision, training, communication and interpersonal relationships.
• Writing and updating position descriptions, MAP and performance appraisals, make notes/documentation, and disciplinary actions.
• Use of various computer software programs (MS Office, PRIDE, etc).

Ability to:
• Comply with National and local building codes in the planning and performance of building repair and maintenance.
• Prepare estimates, perform costing, and order materials for assigned work projects.
• Show leadership and resolve maintenance issues at the field level.
• Learns new duties as assigned.

• Maintain effective interpersonal relationships with coworkers, vendors, and customers.

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate should have previous training and experience in building maintenance management. A Commercial Drivers License (CDL) is not required but a plus, contractors licenses in the building trades, and or locksmith certifications, Weed Control License/Pest Management.

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel required.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC) within one year of hire.
