Manage and reduce fire risk to protect Arizona's people, communities, and wildland areas to champion the health of Arizona's natural resources. The Department of Forestry and Fire Management provides services through strategic implementation of cooperative natural resources and fire assistance programs, development and support of statewide fire policies, and coordination of resources across all-lands and jurisdictions.

Job Summary:

This position is responsible for assisting with the overall management of wildland training and qualification systems. Provides prompt, ongoing systems maintenance functions as required by data entry software. Coordinates the activities of Arizona Department of Forestry and Fire Management (DFFM) personnel and State Cooperators relative to the National Wildfire Coordinating Group (NWCG) Red Card Qualification Committee to ensure efficient work-flow in fulfillment of unit goals. Trains new operators in the use of Incident Qualification System (IQS), Interagency Resource Ordering Capability System (IROC), NWCG publications and state policies and procedures. Develops, updates, and monitors the use of data entry instructions. Chair meetings to analyze and evaluate personnel experience, compliance to state requirements, and readiness for advancement.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

• Administration of Arizona DFFM Wildland Qualification Review Committee through scheduling and chairing meetings, maintaining bylaws, and assuring committee is adequately staffed with interagency fire department and AZ DFFM members.
• Maintains qualification committee minutes and posts to Division's website.
• Maintains State Forestry and Cooperative Agency Firefighter Training Records and the Incident Qualification System Database. Prepares National Incident Qualification Cards for Arizona DFFM and Arizona State Cooperator Agencies. Trains and indirectly supervises, reviews and coordinates agency and cooperator personnel on local IQS system maintenance.
• Designs new work methods to fulfill unit goals or increase performance for data entry operators. Provides education and ongoing support for end users and the maintenance of IQS/IROC entries at the local level.
• Administration of Arizona DFFM All-Hazards Qualification Committee through scheduling and chairing meetings, maintaining bylaws, and assuring committee is adequately staffed with interagency fire department and AZ DFFM members.
• Maintains qualification committee minutes and posts to Division's website.
• Maintains State Forestry and Cooperative Agency All Hazards Training Records and the IQS Database. Prepares AZ State Incident Qualification Cards for AZ DFFM and AZ State Cooperator Agencies.
• Initiates state policies and maintains official training records. Provides systems management oversight and technical expertise on policy implementation for the committee implementing the Minimum Experience Guidelines for All-Hazards Qualifications policy.
• Provides subject matter expertise to the state fire management officer, fire staff, dispatch center, and cooperators regarding interpretation of current qualifications and readiness for deployment.
• Drive on State business.
• Other duties as assigned.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• The application of AZ DFFM Wildland and All-Hazards training and qualification policies; such as the Chain Saw Program (SOG-801)
• Minimum experience requirements for Red Card Certification (SOG-804), and the minimum experience guidelines for All Hazards Qualifications (SOG-708)
• Operational understanding of the by-laws for the All-Hazards and Wildland Qualification Review Committees
• Grounded in FEMA and NWCG Publications that relate to training and qualifications; such as the National Incident Management System: Wildland Fire Qualification System Guide (310-1); the Field Manager’s Course Guide (901-1); Interstate Incident Management Team Qualifications System (IIMTQS) Guide, and the NWCG, FEMA, AHIMTA, & USCG position task books
• Current practices to submit NWCG Course Nomination Forms scheduled inside and outside the region to apply for Incident Management Teams, to put nominations in for State and Regional Priority Training Programs

• Maintaining the infrastructure of the Incident Qualification System (IQSweb) to match the Arizona DFFM qualification requirements

Pre-Employment Requirements:

A valid Arizona Driver's License.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Positions in this classification participate in the Arizona State Retirement System (ASRS).

Enrollment eligibility will become effective after 27 weeks of employment.
