The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.

We are seeking an experienced and highly motivated individual to join our team as a Benefit Accuracy Measure (BAM) Auditor 2 with the Quality Assurance and Integrity Administration (QAIA). This position is responsible for conducting extensive audits of randomly selected unemployment insurance claims, to determine the appropriateness and accuracy of payments made on the basis of Arizona Law and policy resulting in a realistic quality control system.

This position may offer the ability to work remotely, within Arizona, based upon the department’s business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Review unemployment insurance claimant records and any other agency records needed for the audit.
• Contact claimant, schedule interview, have the claimant complete questionnaire, clarify any questionable items, and conduct in-depth interview of the claimant.
• Contact potential employers identified in the job search portion of the claimant’s questionnaire and verify if contacts “are acceptable”.
• Contact base period and subsequent employers, explain the random audit/quality control program, obtain name of and make an appointment with contact person. At time drive to employers’ locations, audit claimant payroll records, review personnel records, and obtain signed documentation of any discrepancies.
• Make determinations of eligibility issues that are discovered during the course of the investigation, and that are determined to impact the key week.
• Write formal reports, review procedures, laws, and federal regulations to ensure compliance and make recommendations for improvement. Issue finding to affected personnel. Complete data entry into the Department of Labor State Menu.

Knowledge, Skills & Abilities (KSAs):

• Knowledge of Unemployment Insurance (UI) policy and procedures.
• Knowledge of the adjudication process, which includes 2 years of issuing non-monetary determinations.
• Knowledge of the Benefits Payment Control, Employment Service, and UI Tax procedures.
• Knowledge of basic accounting.
• Skills in using automated programs for research, analysis, and work management.
• Skills in written and oral communication necessary to outline results of audits.
• Skills in organizational and time management and the ability to multi-task on a daily basis and maintain flexibility in prioritizing tasks/assignments.
• Skills in investigative procedures, methodology, reporting writing, case management, interviewing techniques, and providing technical assistance to staff after training.
• Ability to utilize verbal and written communication to explain and interpret federal and state laws, statutes, rules, regulations, and guidelines applicable to UI claims.
• Ability to summarize and analyze information and data, to identify trends in material being reviewed, and to present quantitative and/or qualitative information along with recommendations.
• Ability to provide advice and guidance on complex issues.

Selective Preference(s):

The ideal candidate for this position will have:

• Two (2) years experience as a UI adjudication deputy and/or two (2) years or more of experience conducting random audit procedures that apply standards of claim determinations to ensure components of the program are properly administered in accordance to Unemployment Insurance Federal regulation and state policies and procedures.

Pre-Employment Requirements:

• Experience in auditing work, principles, standards, and techniques.
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
• Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on State business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code [A.A.C.] R2-10-207.11)

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
