Department of Economic Security, Division of Aging and Adult Services, seeks an experienced and highly motivated individual to join our team as an Appeals Manager. DAAS supports at-risk Arizonans to meet their basic needs and to live safely, with dignity and independence. Services and programs reach a diverse population of Arizonans.

This position will be an active member of the Division of Aging and Adult Services Policy Team, with specialization in Adult Protective Services Appeals.

With direction and support, from the Policy Administrator and other APS Professionals the Appeals Manager will be responsible for analyzing, developing, and improving processes for finalizing APS cases, ensuring compliance with applicable laws, and driving quality across Adult Protective Services. The Appeals Manager will be responsible for observing, analyzing, and speaking with confidence on any issues of concern and taking a hands-on role in facilitating improvement.

With a particular focus on Adult Protective Services, the Appeals Manager will be responsible for gaining an in-depth knowledge of specific laws and regulations, particularly related to administrative hearings and due process. This position will also be responsible for conveying information about these laws and regulations to diverse audiences with varied levels of understanding.


This position may be available for remote work within Arizona (1 or 2 days per week in the office).

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Direct, instruct, counsel, and provide technical assistance to subordinate professional and support staff according to DES/APS policies.
• Monitor workloads, identify needs and available resources; identify problem areas and implement corrective action.
• When needed, arrange for and ensure staff receive additional training and support.
• Conduct quality assurance reviews and conduct local office visits. In-state travel.
• Compose correspondence addressing complex, high profile, sensitive issues requiring considerable discretion; respond to concerns and/or grievances in a timely and professional manner.
• Serves as major decision maker at critical junctures in the substantiation/registry placement of alleged perpetrators.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
• Applicable federal and state statutes, DES and Adult Protective Services policies and procedures, ADOA personnel rules and regulations
• Requires exceptional written communication skills as the Appeals Manager will be responsible for the development, updating, and monitoring of various correspondence/written documents


Skills in:
• Establishing and maintaining effective working relationships with members of the community
• Management and supervisory techniques

• Analyzing and assessing statistical data and reports


Ability to:

Selective Preference(s):

The ideal candidate for this position will have:

• Bachelor' degree from an accredited college or university OR two years relevant work experience
• 2 years Supervisor Experience is required

Pre-Employment Requirements:

• In-state travel is required. Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
