Job Summary:

Under the direction of the Tribal Arizona Long Term Care System (ALTCS) Administrator, this position is responsible for oversight of the Fee For Service (FFS) Tribal ALTCS Intergovernmental Agreements/Contract. This includes development of the Tribal Case Management Program and Policies that relate to the program. Monitor the performance and compliance measures of the Tribal Case Management Programs. Monitoring includes assessing the adequacy and quality of the case management services provided to members.

Job Duties:

Major duties and responsibilities include but are not limited to:
• Ensure ongoing compliance measures are met by the Tribal Case Management Programs (case management services review, data reports, performance reports and corrective actions).
• Ensures data collected related to Tribal Case Management Programs are translated into understandable documents and/or reports. Demonstrate the ability to collect accurate data, show trends, and provide process improvements or new conclusions based on findings. Provide report and activity updates to management.
• Create and implement scheduling work hours and duties. Coordinate job rotation and cross training. Provide real-time feedback on worker performance in ways that comply with the agency's plans and vision. Organize, monitor, and evaluate direct reports work flow.
• Maintain accurate and up to date case management policy. This includes collaboration with internal and effective policies are developed and maintained.
• Provide technical assistance and ongoing training to the Tribal ALTCS Case Management Programs and FFS Providers.
• Collaborate with internal and external customers on the overall Tribal ALTCS Programs.
• Represent Arizona Health Care Cost Containment System (AHCCCS) Division of Fee For Service Management (DFSM) at meetings within the agency and externally. This will involve travel as required.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
• Methods to develop, administer and oversee the Tribal ALTCS Case Management Program
• Working knowledge of American Indian Tribes/programs and policy
• Working knowledge of Indian Health Services (IHS) and tribally operated 638 facilities
• Cultural competency in working with AI/AN tribes
• Case management concepts, principles, and strategies
• Accurate assessment of member healthcare needs and capacity of provider network to meet the needs
• Applicable State and Federal rules, regulations, policies, and procedures
• AHCCCS, ALTCS, Medicaid and Medicare Federal Regulations
• AHCCCS and ALTCS program design and implementation, case management functions and responsibilities, provider network and funding source
• Collect and interpret data to improve the Tribal Case Management Programs performance

Selective Preference(s):

Arizona Driver's License

Minimum: Four years professional experience related to healthcare with a focus on care coordination for the American Indian/Alaskan Native population or related experience.

Preferred: Bachelor's degree in a healthcare related field and 4-6 years experience at a management or supervisory level with an organization that provides long term care related services in the case management care field that includes work experience with developmental disabilities, physical disabilities, and/or the elderly.

Pre-Employment Requirements:

• Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
