The Department of Economic Security, Division of Benefits and Medical Eligibility is seeking an experienced and highly motivated individual to join our team as a Quality Control Reviewer with the Office of Program Evaluation. This position is responsible for primarily evaluating the effectiveness of benefit and eligibility programs by performing quality case reviews of eligibility determinations, auditing processes and reporting findings to management. At this level, employees serve as a resource for solving complex problems involving multiple programs or issues and coordination of benefits across multiple programs or reconciliation of benefits in programs involving both state and federal laws and regulations and serves as an advocate in an appeals process.

This position may offer the ability to work remotely, within Arizona, based upon the department’s business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Performs quality control and/or quality assurance reviews of staff eligibility determinations to verify and ensure accuracy of benefit determinations based on the established Federal and State rules, regulations, policies, and procedures.
  • Develops reports on audit findings. Completes and submits monthly reports related to the work activity of the Specialized Unit. Provides feedback to management on error trends.
  • Reads, interprets, and applies state and federal laws, as well as internal policies and procedures.
  • Applies legal research principles and techniques and completes research on relevant laws, regulations, and legal articles.
  • Reviews program compliance with applicable Federal and State laws, rules, and regulations.
  • Re-works cases to complete eligibility determinations, as necessary.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Federal, State, and agency statutes, rules, and regulations governing eligibility and grant determination for multiple public assistance programs and related case administrative techniques.
  • Policies, procedures, and programs of the department applicable to area of assignment; program services used to conduct quality control reviews; automated systems and software; and mathematical computation.
  • Interviewing and assessment techniques; community resources; and customer service practices.

Skills in:

  • Written and verbal communication to explain and interpret Federal and State laws, statutes, rules, regulations, and guidelines applicable to the area of assignment.

Ability to:

  • Evaluate and make appropriate decisions (or determinations); and resolve program related issues.
  • Access, maintain, review and interpret database information; and compile and present program information.
  • Establish and maintain effective working relationships; and explain program benefits, requirements, procedures, and complex rules and programs so they can be understood by people of diverse socio-economic and cultural backgrounds.
Selective Preference(s):

The ideal candidate for this position will have:

  • Three (3) years of experience performing benefits and eligibility reviews and determinations in the programs provided by the Family Assistance Administration (FAA).

  • Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
