The Residential Utility Consumer Office ("RUCO") was established by the Arizona Legislature in 1983 to represent the interests of residential utility ratepayers in rate-related proceedings involving public service corporations before the Arizona Corporation Commission ("ACC" or "Commission").

Job Summary:

Position is responsible for overseeing all administrative functions of the agency. Including collaborating with Chief Counsel and Public Utility Analysts to prepare legal pleadings and contracts for outside professional witnesses.

Handles human resources functions. Ensures compliance with procedural orders, tracks deadlines for pending cases, assists with budget preparation, and maintains the agency's records and website.

Additionally, provides general administrative support, manage accounts payable, process invoices and travel claims, and preparing financial reports.

Job Duties:

• Works with Director, Chief Counsel and Public Utility Analysts in the preparation of legal pleadings and testimony, including formatting the documents, reviewing for proper formats, grammar and punctuation, docketing legal documents with the Arizona Corporation Commission docket control, sending documents to those on the service list. Distributes data requests and tracks their responses and receipt by established deadlines

• Prepares contracts for outside professional witnesses in accordance with procurement standards, purchases equipment and supplies for the Agency which includes the use of Arizona Procurement Portal (APP). Makes travel arrangements for RUCO staff. Assists with budget preparation. Tracks the submission of timesheets

• Manages Accounts payable – processes payment of invoices, travel claims for employee reimbursement and reconciles the budget at the end of each month. Prepares cash flow reports and appropriation reports to send to OSPB. Serves as the financial officer and attends related meetings, and prepares the fiscal year closing packages and send to GAO

• Provides general administrative support to the Director. Tracks Procedural Orders and notifies staff and updates the case status document with modified deadlines. Tracks and communicates the deadlines for all pending cases. Assists with public records requests as requested by the Director and Chief Counsel. Maintains the records of the Agency, including personnel files; administrative and case files

• Manages the human resources functions in collaboration with the Director and ADOA. Human Resources and Benefits – attends meetings as the Personnel coordinator; serves as the benefits liaison and attends open enrollment meetings, sharing information with the RUCO team; Serves as the EEO Administrator and SECC coordinator

• With the Director, supports the development of the annual budget and strategic plan and handles the monthly reporting. Maintains the Agency website

• Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• Knowledgeable of the use of Arizona Financial Information System (AFIS)

• Proficient in the creation of complex legal documents and correspondence

• Knowledgeable of the use of the Human Resource Information Solution

• Knowledgeable in the use of all State and office procedures

• Knowledgeable of the use of Arizona Budget System (ABS)

• Knowledge of accounting principles and good math skills

• Proficient in the Google Platform and tools

• Knowledgeable of the use of On-Board

Skills:

• Strong attention to detail to ensure accuracy in document preparation

• Strong organizational skills to manage multiple tasks and deadlines

• Excellent grammar, and written and verbal communication skills

• Proficiency in managing travel arrangements

Ability:

• Ability to prepare contracts, track procedural orders, and update case status documents

• Ability to handle public records requests and resolve administrative issues as they arise

• Ability to assist with strategic planning and budget preparation

• Ability to work well with others

Preferred Education, Licensure, Certification:

• Advanced degrees or relevant certifications (e.g., Certified Public Accountant (CPA), Certified Administrative Professional (CAP), Professional in Human Resources (PHR)) may be beneficial

• A Bachelor's degree in business administration, public administration, accounting, finance, human resources, or a related field is typically required

• At least 3-5 years of experience in administrative or office management roles, preferably within a government agency or legal environment

• Proven experience in human resources management, including handling personnel files and coordinating with HR departments

• Demonstrated experience in preparing and managing legal documents, and familiarity with legal procedures and formatting

• Experience in financial management, including budgeting, accounts payable, and financial reporting

• Experience with procurement processes and managing contracts for professional services

Pre-Employment Requirements:

• Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.11)

• Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment
