Job Summary:

This position is responsible for the regional management of major maintenance and repair projects, and minor building renovation and improvement projects. Utilizing construction administration requirements, standards, policies, and procedures used throughout the Facilities Management organization, the regional project manager will meet with and collect facility maintenance and repair needs from stakeholders, develop “scopes of work” and development schedules, coordinate design and engineering with design staff and applicable consultants, manage reviews of construction documents for quality and content, perform and oversee construction administration. This position will be responsible for managing project budgets and expenditures, establishing estimates of probable cost, developing budget requests/execution timelines, requesting POs, reviewing pay applications, and tracking encumbrances and expenditures. The Regional Project Manager will partner with Facilities leadership, architects, project managers, and other staff to participate in procurement and selection of consultants and contractors. This position will require interpretation of construction documents with the application of standard practices to manage all disciplines. This position occasionally requires work outside of normal business hours and days, and requires occasional travel throughout the state of Arizona.

Job Duties:

Perform project management on multiple regional major maintenance/repair projects and minor renovation/improvement projects within the construction project phases. Conduct site visits to manage, assess, and report project performance to ensure safety compliance, address quality issues, validate pay applications, resolve schedule conflicts while maintaining budget, and evaluate project manager performance.

Review project scopes, estimates, proposals, specifications and plans to develop, implement, and manage project budgets and schedules, to conform with ADOT standards and policies. Reviews and approves purchase order requests for POs up to $100,000. Maintain and exercise knowledge of trends, codes, and best practices. Oversee construction contracts and coordinate with utilities, review agencies, and others before start of work.

Liaise, coordinate, oversee, and manage expectations with stakeholders, staff, and consultants to develop comprehensive project scopes, budgets, and development schedules for a variety of construction projects. Manage and/or oversee the selection of consultants to complete designs, internal and external reviews of construction documents, permitting, balancing with the expectations of stakeholders.

Oversee project communication and documentation supporting a variety of required meetings, correspondence, budgets, contracts, schedules, change orders, pay applications, invoices, reports, and other documentation to ensure project objectives and status are clearly communicated and achieved.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
* Thorough understanding of building systems (architectural, structural, mechanical, electrical, plumbing, information technologies, civil, etc.) and vertical construction means and methods
* In depth understanding of construction trades and their responsibilities
* Thorough understanding of construction materials, detailing, and finishes
* Detailed knowledge of developing probable construction costs
* Comprehensive knowledge and understanding of construction project management

Skill:

* Strong professional writing and oral communication skills
* Proficient in analyzing and interpreting technical data including building plans, specifications, site plans, reports, and observations
* Proficient in identifying substandard and non-compliant workmanship, installations, and materials
* Adept navigation of computer networks, Microsoft Office Suite and Google Suite, and the use of typical office equipment (copiers, printers, plotters, etc.)
* Excellent customer service and maintain professional and respectful demeanor in all interaction with coworkers, customers, and vendors
* Proficiency with managing and interfacing with architects, engineers, consultants, and contractors in all phases of construction work

Ability:

* Professionally assist staff architects and designers in developing drawings and construction documents
* Proficiently organize, plan, coordinate, and execute daily activities with little oversight to ensure timely completion
* Establish priorities and manage adjustments in daily schedule to address unforeseen and emergency issues
* Analyze and comprehend operating procedures and financial data and show meticulous attention to detail and accuracy
* Contribute to "Continuous Improvement" efforts by identifying inefficiencies in current processes or procedures and offering solutions
* Proficiently interpret construction plans and specifications
* Adeptly analyze construction problems and determine optimum solutions
* Professionally manage multiple construction projects simultaneously

CAD experience preferred

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
