Salary: $58,000 - $61,000

Job Summary:

This position reports directly to the Performance Based Contract Administrator (PBCA) - Program Manager. The Arizona Department of Housing (ADOH) performs PBCA and Section 811 PRA (811PRA) Contract Administration for U.S. Department of Housing and Urban Development (HUD) in the state of Arizona. This position supports the PBCA team with completion of their duties in a HUD and ADOH compliant manner. This position requires some overnight travel within Arizona (with use of agency fleet vehicles) and could include very limited out-of-state travel. Other duties as assigned.

Job Duties:

This position reports directly to the Performance Based Contract Administrator (PBCA) - Program Manager. The Arizona Department of Housing (ADOH) performs PBCA and Section 811 PRA (811PRA) Contract Administration for U.S. Department of Housing and Urban Development (HUD) in the state of Arizona. This position's two main areas of responsibility are to assist and conduct Performance Based Contract Administrator (PBCA) and 811PRA Management and Occupancy Review (MOR) activities and Rent Adjustments. Other duties may include assistance with Rental Assistance Contract (RAC) and Housing Assistance Payments (HAP), Contract Renewals, HAP Vouchers, and Call Center concerns. All duties must be completed within ADOH, HUD, Annual Contributions Contract (ACC), and Section 8 Contract Administration Policies and Procedures Guidebook. Duties are often required to be completed with very limited supervision and must be performed on very stringent time line requirements in accordance with our ACC with HUD. This position is responsible for communication and corrective action coordination with owner/agents, and partner agencies as applicable. Other duties as assigned.

This position has an integral role in ensuring that Arizona Management System (AMS) principles throughout the Section 8/Compliance Division are facilitated with timeliness and accuracy as well. This position uses several HUD and ADOH specific software systems to review, audit, and require updates/corrections to owner/agent data. The PS is often the first-line contact for owner/agents and constituents who have questions/concerns. Duties include moderate in state and occasional out-of-state travel.

Knowledge, Skills & Abilities (KSAs):

Candidates must possess sufficient education or job related experience demonstrating an ability to perform the duties of the position. Highest qualified candidates will have experience in or knowledge of requirements of rental housing subsidized through Project Based Section 8, HUD, Housing Choice Voucher, and other public subsidies, and/or have prior property management or monitoring experience. Certificates such as Certified Occupancy Specialist (COS), Certified Manager of Housing (CMH), UPCS, NSPIRE, or Housing Quality Standards (HQS), and/or any other similar training/certificate(s) will be considered when selecting candidates for interview. Candidate must be very detail oriented and organized and demonstrate an ability to communicate effectively both verbally and through electronic, and written means. Must have the ability to work amicably with other team members in the same position at ADOH in the provision of this service. Valid Arizona Driver License and acceptable driving record required.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program. New ASRS members will have a 27-week waiting period for membership. The ASRS defined benefit plan provides for life-long income upon retirement.
