The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as a Compliance Manager with the Division of Employment and Rehabilitation Services (DERS). This position is responsible for the supervision of all financial, accounting, auditing, funding, and budgets, activities of assigned administrations within the Division of Employment and Rehabilitation Services (DERS) and ensures that all rules, codes, and federal and state regulations are followed in performing these functions. This position develops, reviews, and evaluates budget policies and procedures: plans, organizes, and executes internal controls/reconciliations; reviews and analyzes new or proposed legislation to determine fiscal and organizational impact: researches, analyzes, evaluates, and develops findings and makes recommendations involving complex budget and financial management issues; ensures established standards of continuous quality improvement are met; and provides leadership, technical assistance, and training to staff.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
• Provide technical assistance, review work, and ensure accuracy of the products produced by a team of professional level financial analysts.
• Confers and provides highly complex technical assistance regarding financial matters to key programmatic staff through the year.
• Compile revenue, expenditure, appropriation, and obligations data to analyze, monitor, interpret, and report financial information, evaluate financial, economic, and case load trends and make projections of financial requirements of assigned programs.
• Compile programmatic data in response to special requests covering a broad spectrum.
• Identify, research, review, analyze and establish possible impacts of proposed/pending federal and State legislation, policy changes, or funding modifications for assigned areas.
• Develop strategies to enhance funding, and provide advice to executive management regarding allocation of resources to implement priorities.

• Skill in oral and written communication necessary to develop presentation material, public speaking, and communication with Federal & State partners.

• Ability to interact with a diverse audience on a professional level.
Selective Preference(s): |
The ideal candidate for this position will have:
• Possesses a Bachelor's or Master's degree in accounting, finance, economics or business administration or a Master's degree in Public Administration from an accredited college or university and 5 or more years of experience dealing with complex issues in one or more of the following areas: budget preparation, analysis, and control; funding; financial reporting or related specialties.

Retirement: |
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
