Job Summary:

The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking a Program Administrator to oversee the implementation, management and continuous improvement of the business and construction compliance programs within the Arizona state prison complexes and the ADCRR Central Office buildings. This role involves conducting audits, identifying compliance risks and collaborating with departments to ensure operational efficiency and legal compliance. As the Administrator, you will use data analysis to track key compliance indicators, evaluate performance, and make evidence based recommendations for improvement. Additional responsibilities include creating and updating compliance polices, providing training, maintaining documentation, preparing reports, and supervising staff to ensure compliance goals are met.

Job Duties:

-Obtains a data driven approach to identify trends
-Evaluates performance metrics and optimizes compliance processes
-Incorporates the use of data analysis tools and researches methodologies to track and key compliance indicators
-Identifies emerging risks and drives evidence-based decision making
-Utilizes data to support the creation of detailed compliance reports, providing awareness and understanding on areas of improvement, program effectiveness, and resource allocation
-Organizes and oversees construction operations and administers project and develops plans
-Supervises assigned staff, evaluates their efficiency and effectiveness to ensure optimal performance and compliance with organizational standards
-Leads the development and execution of construction compliance strategies
-Conducts regular audits and assessments to identify compliance risks, gaps and opportunities for improvement
-Collaborates with staff, engineers, architects, etc. to determine the specifications of construction projects
-Collaborates with various departments to ensure that all business practices are both efficient and in full alignment with legal and regulatory requirements
-Key responsibilities include identifying potential compliance risks, implementing corrective actions, and ensuring the integration of compliance protocols into daily operations across the organization
-Provides targeted training and supports staff
-Tracks performance metrics to ensure compliance goals are consistently met
-Drives on state business
-Other duties as assigned related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

-Application of Capital Improvement and Building Renewal submissions in accordance with State of Arizona governmental requirements, including the maintenance and management of security systems to ensure ongoing compliance with organizational standards
-Overseeing and ensuring efficient operations
-Utilizing and interacting with computer-based systems
-Current technologies and ensure that systems compliant with operational needs
-Interpersonal relationship
-Fostering collaboration and maintaining effective communication both internally and externally
-Effective written and verbal communication
-Critical thinking and strong problem solving to resolve issues independently while ensuring compliance with organizational policies and legal requirements

Ability to:

-Exercise administrative supervision over assigned staff
-Evaluate staff efficiency and effectiveness to ensure optimal performance and compliance with organizational standards
-Proficiently use computer software and other data driven software
-Manage tasks and communication
-Use computerized work order management systems

-Multitask and adapt to shifting priorities in a dynamic work environment
-Work in a prison environment

Selective Preference(s):

Bachelor’s Degree in Business Administration

Project Management (CAPM) Certification preferred

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation.

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
