Job Summary: |
Performs a variety of highway operational duties of considerable complexity and responsibility in the field of maintenance (operations), project management, traffic engineering or constriction. Supervise highway units and other staff, assist the District Maintenance Superintendent/Engineer with the development, budgeting and implementation of work programs. Works during 24 hour emergency situations.

Job Duties: |
Assists with the administration and management of the highway operations program. Assembles the unit work program and verifies the work performed is within acceptable standards of federal, State, local, tribal laws, performance, policy and budget. Helps develop maintenance projects, approving work methods, products and payment.
Coordinates maintaining and updates of the work programs, reviews highway conditions assessments, identifying budget needs and resource requirements, coordinates the budget development and work adjustments.. Monitors the unit budget to ensure expenditures are in within guidelines for work accomplishments and in compliance with procurement policy.
Supervise work crews too safely and efficiently performs highway operation work, fabricate products, operate equipment and respond to incidents. Perform performance appraisals and initiate disciplinary actions on employees.
Visually inspects roadway/roadside features to determine maintenance priorities and needs. Inspecting highway features to ensure compliance with design criteria and current safety standards for all interstate and State routes within a unit's geographic area. Drive district routes on routine basis.
Provides assistance to other units supervisors in 24 hour highway emergencies and supervises all other emergency situations. Coordinates the work volunteers and other customers who require assistance in maintenance program.

KNOWLEDGE
- Comprehensive knowledge of principles and practices of highway Operations as applied to construction, traffic, engineering, and project management.
- Of computational plans, and adjustment factors to be applied in the review and analysis of engineering date.
- Computer programs, of federal and State statuses and agency standards, policies and procedures.
- Maintenance management system.
- Procurement procedures, of budgeting, of supervisory and managerial procedures.
- Personnel action; of contract development and administration of encroachment permit policies.
- Environmental policies, highway materials, of equipment of traffic control and approved guidelines.
- Construction cost estimating.
SKILLS
- Skills in leadership, work and time management.
- Written oral communication, reading and interpreting plans standards and specification, conducting OJT training, visual analysis, computer use, negotiation and conflict resolution.
- Customer service, handling emergency situations and incidents management, and equipment fleet management.
- Google products and programs.
ABILITIES
- Ability to plan, supervise, assign, inspect and evaluate the work of others, motivate and evaluate staff and provide for their training and development.
- Ability to analyze complex highway maintenance problems, evaluates alternatives, and recommend or adopt effective courses of actions.
- Ability to develop and implement work standards, prepare clear and concise records, report and other written materials.
- Ability to exercise independent judgment and initiative within established guidelines, establish and maintain effective relationships with internal customers.
Selective Preference(s): |
2 year experience in a crew leadership position. High School education or GED.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
