The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking an experienced administrative manager to fill our Contract Beds Manager position. This position is responsible for managing the Contract Beds and Criminal Justice Information Systems (ACJIS) operations. Reviews policies, procedures, and contracts for recommendation and implementation. Conducts audits to ensure compliance. Acts as a Liaison for Interstate Compacts in obtaining approval for sworn officers to fly armed when transporting offenders. Provides budget management for Contract Beds. And functions as a liaison between private facilities and ADCRR for matters such as human resources, internal affairs, and criminal, administrative, and background investigations.

Job Duties:

- Oversee the daily operations of Contract Beds and Criminal Justice Information System (ACJIS)
- Supervises the agency’s ACJIS personnel and monitoring teams
- Develops and implements policies and procedures
- Reviews policies and contracts, interprets renewals and enhancements to inmate programming, and job creation and standardization of operational practices for consistency within ADCRR
- Communicates, plans, and organizes all stakeholder meetings, tours, and any necessary communications
- Functions as a liaison between private facilities, ADCRR divisions, and other organizations
- Assists in the Rudisill/Integrative Housing Program monitoring team
- Performs complex administrative assignments
- Reviews policies, procedures, administrative rules, and relevant statutes to ensure appropriate application when composing reports and responses
- Oversees and manages the budgetary aspects of Contract Beds to ensure accurate billing
- Implements and maintains various tracking systems to allow for adequate reporting of various reports such as correctional action plans, mortality, self-harm, deaths, and financial reports
- Conducts site audits/reviews and implements corrective action plans to ensure compliance, such as FBI/DPS agency audits of information on ACJIS, National Crime Information Center (NCIC), Arizona Automated Fingerprint Identification System (AZAFIS), and Offender Watch system
- Provides ACJIS training and account maintenance
- Acts as a committee member for all contract RFPs
- Assists in the implementation of the technical manual and the audit system
- Conducts agency monthly warrant validations
- Initiates, obtains approval, and tracks the transportation of Interstate Compacts
- Drives on State business that may include overnight stays
- Perform other duties appropriate to the assignment

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Federal and State laws, rules, and regulations appropriate to the assignment
- Department policies regarding the access and use of the JWI interface, ACJIS network, and the privacy and security of information contained therein
- The ACJIS and JWI network, including how to enter, modify, cancel, and clear records entered
- Auditing and inspecting procedures
- Training, testing, and certification procedures

Selective Preference(s):

Bachelor’s degree in Criminal Justice or at least two (2) years of experience in a managerial/supervisory role with increased responsibility

Experience in a correctional, contracted, or law enforcement setting with general knowledge of the workings of these fields

Experience as an ACJIS System Security Officer or ACJIS certified

Working knowledge of the Arizona Procurement Portal

Pre-Employment Requirements:

This position is required to obtain an "ACJIS Network Terminal Operator Certificate" within the first 6 months of hire

Employment is contingent on the selected applicant passing a background investigation.

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
