The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

Under general direction from the Director, the Deputy Director for Construction and Facilities Management (CFMO) of the Arizona Army National Guard (AZARNG) has oversight for all new construction and renovation projects and is responsible for the management and supervision of personnel, facilities, equipment, and services of all statewide and geographically-dispersed CFMO locations and the roughly 4000 real property assets there-in. This position will develop and implement plans, initiatives, and strategies that support the strategic plan of the Arizona Army National Guard and meet the mission and values specific to Construction and Facilities Management. The Deputy CFMO coordinates the actions and budget forecasting of the directorates to ensure resources (manpower, funding, equipment) are properly aligned and sourced to support the expectations and strategies of the Arizona Army National Guard for sustained accessibility, availability and functionality of facilities, real property and infrastructure. Provides purchasing and contract oversight, builds support, and strengthens interdepartmental relationships with Military partners.

Job Duties:

Responsibilities include:
• Consults with the CFMO to determine statewide mission priorities, ensures the quality and effectiveness of all program elements, and informs the CFMO of organizational accomplishments. Confers with, advises, and represents the CFMO in his/her absence. Prepares and presents both informational and decision briefs to executive leadership of the AZARNG regarding construction, facility maintenance, funding, real estate, and environmental actions affecting the AZARNG state and federal missions. Develops agency policy and procedures to ensure compliance with Federal and State Laws, Rules, and Regulations as well as all administrative directives within the State.
• Provides leadership, focus, direction, and support for subordinate Federal and State supervisory staff and over 100 indirect employees at multiple locations. Acts as the oversight and liaison for all CFMO personnel actions with both state and federal Human Resources Offices. Offers mentoring and insight to the department leadership to understand military mission, readiness requirements, and strategic talent management goals.
• Provides strategic vision for the development of the Installation Real Property & Master Plan that is used to support the needs of the 5200-person AZARNG. Evaluates current organizational needs, requirements and assets, inter- and intra- state unit movement, economic development, and public perceptions to forecast and recommend future real estate acquisition for use or development in support of military training, education, administration, and other facility support requirements.
• Offers strategic direction and prioritization for sustainment, restoration, and modernization (SRM) operations, as well as major and minor military construction projects, for over 4000 real property assets throughout the state. Provides direct oversight for the Facilities Maintenance (FM) support section to ensure timely maintenance of all facilities, forecasting of life-cycle replacement, or repair of facilities and equipment.
• Provides advice to leadership on environmental considerations and their implications for mission and training is essential to ensuring operational readiness while maintaining compliance with environmental regulations. This role is vital in supporting informed decision-making that balances environmental stewardship with mission effectiveness.
• Supports the CFMO on effective management of budgets, contracts, and expenditure forecasting which is critical to ensuring fiscal responsibility and operational efficiency. This role’s focus on compliance and the development and enforcement of sound financial processes supports transparency, accountability, and mission success.
• Collaborates with DEMA’s Legislative Liaison to develop legislative recommendations and pursue state government appropriations in support of the AZARNG mission. Provides direct oversight and fiscal planning for the development of the CFMO's annual operating budget for both Appendices 1 and 2; totaling approximately $30M. Guides CFMO Business Manager in the development of high-visibility facility lease and rental agreements.
• Collaborates with CFMOs/Deputy CFMOs from different states to information-share and craft creative solutions to nation-wide or regional challenges that arise from Congressional action, national budget inconsistencies, and unique regional situations.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Principles and practices of executive management as they apply to personnel and programs.
• Principles and practices of business management, facilities management, master planning, financial planning, programming, budget execution and engineering.
• Military terms, functions and policies.
• Project management as it pertains to new construction and remodeling.
• All building trades, including but not limited to electrical, HVAC, and plumbing.
• Budget management to include forecasting, modeling, invoice tracking and year-end close out of the fiscal year.
• Environmental considerations as it relates to construction and facilities maintenance in support of DEMA mission and operational readiness.

Skilled in:
• Ability to proofread and edit documents developed for a military audience as well as documents for civilian audiences.
• The use of MS 365, TEAMS, and MS office products to include: Word, Excel, Sharepoint, PowerPoint and Visio.
• Comfortable making presentations to executive level leadership and fielding their questions.
• Effectively communicate verbally and in writing with all levels of civilian and military staff.
• Can track and meet deadlines in the face of changes, delays or unexpected events.
• Works with people in such a manner as to build high morale and group commitment to goals and objectives.

Ability to:
• Upper level executive abilities.
• Establish and maintain effective interpersonal relationships with all levels of civilian and military staff.
• Effectively manage personnel, including counseling, coaching, and performance management.
• Modify leadership style to best fit the message, audience, and situation.

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The ideal candidate will possess a Master’s degree in one of the following or a related discipline: Public Administration, Construction Management, Municipal Planning, and 10+ years of work related directly to the items listed in the knowledge section above. State or federal budget management experience. 5+ years of experience working in a military Facilities Management Office or Department of Public Works (DPW).

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• Must obtain CFMO certification within two years of hire.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC) within one year of hire.
