The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

This Grants Coordinator position is responsible for assisting the Chief Finance Officer in the execution to include draws, payments and reconciliation, monitoring and reporting of federal funds. The position must maintain technical proficiency in federal and state regulations and guidance and develop processes that ensure the agency's compliance. This position also assists agency and local government program managers with budget development and execution and conducts financial monitoring and addresses documentation and process shortfalls. Additionally, this position is responsible for corresponding with federal cognizant agents to address financial monitoring inquiries that cannot be resolved at the agency level and conducting on-sight monitoring visits, performs internal audit functions and makes determinations as to the adequacy of supporting documentation and processes. This position is also responsible for developing and providing training to program and local government personnel as well as developing, submitting, and disseminating various internal and external financial reports.

Job Duties:

Responsibilities include:
• Develop and update cash flow projections for federal grants that maintain sufficient cash flow to meet financial requirements and maintain compliance with federal and state cash management restrictions
• Perform all draws and necessary payments as well as meet all reporting requirements of eCivis, PARS, PMS, FEMAGO and any other federal or state reporting systems
• Organize, validate and process sub-recipient grant applications and reimbursement requests
• Includes maintaining sub-recipient files that comply with federal and state audit requirements
• Establish and implement processes that provide financial oversight of sub-recipients. Processes must ensure the agency's compliance with federal and state regulations and guidance
• Maintain technical proficiency and provide technical guidance to agency program managers, staff and sub-recipients
• Review and validate sub-recipient processes and documentation through conducting desk reviews and on-site monitoring visits
• Assist in the development of the agency's annual state budget submission and consolidated ledger of information on federal funds (CLIFF)
• Close federal grants in compliance with federal and state regulations and guidelines

• Arizona Financial Information System (AZ360) and the State General Accounting Office (GAO) directives and technical bulletins, the State of Arizona Accounting Manual (SAAM), grant documentation requirements
• Computerized spreadsheet applications

• Analysis and interpretation of financial data

Ability to:
• Communicate effectively both verbally and in writing
• Organize, prioritize, and manage multiple priorities concurrently
• Develop and maintain inter-personal relationships

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate will have a Bachelor’s degree in Business or Accounting. Experience in accounting, budgeting, and grants management.

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. • Individual is required to pass a criminal background investigation.
