The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is looking for an administrative officer to fill the Payroll Specialist position. This position provides assistance and support to staff, complex business offices and agency programs. Ensures the proper and accurate processing of transactions, including Payroll. Accurately enters, reviews and approves transactions in various accounting or HRIS (Human Resources Information System) systems. Also reconciles various types of transactions, maintains standards of work documents, and prepares and reviews exception reports.
Job Duties: |
- Performs defined accounting tasks such as examining a variety of accounting documents for completeness, accuracy, and conformance with Generally Accepted Accounting Principles (GAAP) or other specific accounting requirements
- Reconciles reports and financial data, and identifies apparent inconsistencies or errors
- Carries out assigned steps in accounting analyses, such as computing errors
- Reviews fiscal documents and verifies for accuracy, timeliness and proper preparation
- Makes entries and revisions to agency accounts, ledgers and financial records
- Examines and verifies such fiscal transactions as billing invoices, payments, payroll or other financial documents
- Reviews, monitors and controls amount expended from budget(s) to assure that expenditures do not exceed funds available
- Utilizes various accounting systems to retrieve and review data files to analyze information and identify inconsistencies
- Researches and identifies potential problems and resolutions
- Effectively communicates with other departments and management to obtain information and/or to correct transactions
- Reviews and requests corrections or substantiation of information presented
- Reports variances to upper management or department heads
- Serves as a technical expert on accounting issues and is a liaison between central office, customers and complex business units to ensure compliance with internal and external financial, accounting, and administrative policies and procedures
- Responsible for implementing and communicating new accounting/financial procedures
- Reports variances to upper management or department heads
- Drives on State business
- Performs other duties appropriate to the assignment
Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
- Federal and state laws, statutes, and regulations pertinent to the area of the assignment
- Governmental and/or office accounting practices and procedures
- Various spreadsheet and word processing software to produce reports and respond to requests for information
- Reconciliation of bank accounts, fiscal reports and form preparation
- Identifying and resolving discrepancies
- Financial research methodologies

Selective Preference(s): |
- Three (3) years of payroll, accounting, finance, budgeting or financial industry experience

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
