Job Summary & Duties:

• The Land Use Policy Advisor provides policy analysis and recommendations to the Governor, Senior Staff, and Commissioners/Directors at:

○ Department of Forestry and Fire Management

○ Game and Fish Commission

○ Department of Agriculture

○ Department of Real Estate

○ State Land Department

○ State Parks and Trails

• As a member of the Governor’s Office of Resiliency, the Policy Advisor will work closely with the Director and Deputy Director, Senior Water Policy Advisor, Energy Policy Advisor, Transportation Policy Advisor, and other Office of Resiliency staff

• Lead advisor to agency legislative liaisons, responsible for providing legislative support and strategy, stakeholder engagement, meeting with lobbyists, policy analysis, etc

• Working closely with OOR Director, Deputy Director, and Land Use and Renewables Coordinator on permitting, land use, and energy initiatives

• Track, analyze, and recommend amendments on pending legislation and have regular communication with House and Senate policy advisor counterparts

• Responsible for reviewing and approving agency rulemaking requests to the Governor’s Regulatory Review Council, public records requests, proclamations, commendations, strategic planning materials, quarterly accomplishments, etc

• As requested, respond to scheduler with recommendation on event attendance or meeting acceptance (based on external requests received)

• As requested, develop talking points for Governor’s engagements in support of the internal communications team

• Monitors, develops, and leads policy initiatives for OOR, assigned agencies and broader Governor’s Office staff

• Responsible for updating the internal policy bill tracker and writing bill briefing memos for the Governor

• Complete weekly memo and related briefings for Governor on key/pressing updates

• Assist with recommendations and review of boards and commissions membership

• Regularly meets with agency executive leadership and legislative liaisons

• Responsible for the day-to-day policy implications of assigned agencies

• Participate in subcabinet meetings led by operations team

• Other duties as assigned

Minimum Qualifications:

• Demonstrated coalition building skills, navigating perspectives, and clearly communicating complicated data-heavy subjects

• Understanding, knowledge, and minimum 3 years working in land management, permitting, and/or land use policy

• Experience facilitating stakeholder meetings and conducting policy research

• Ability to work in diverse political and cultural environments

• BA/BS degree in a relevant field

Desirable Qualifications:

• Experience working with the legislature, Tribal governments, non-profits, and/or municipal and county governments

• Experience working in rural Arizona

• Master’s degree in a relevant field

Pre-Employment Requirements:

• Ability to possess and maintain a valid Arizona Driver's License and operate a motor vehicle

• Ability to pass a background check performed by Arizona Department of Public Safety

•Ability to maintain a clean driving record
