Job Summary:

The Senior Division Administrator for the Northeast District is responsible for overseeing, organizing and directing the on-time delivery of dozens of construction projects annually, along with the maintenance, operations, permits & equipment utilization in the District. Responsible for delivery of projects in coordination with government associations and public-private partnerships, including oversight & compliance on certification acceptance (CA) agencies for federal reimbursement.

Job Duties:

Directs the execution and management construction document program delivery of 5-year transportation plan with all Resident Engineers, Discipline Group Managers, federal agencies, and consultant partners with support from the IDO Division Director and the Deputy State Engineer for Operations.

Directs and coaches personnel in consistently delivering required business results; setting and achieving goals; complies with quality, service and productivity standards in meeting deadlines. Creates and develops state of the industry and innovative methods to maximize value in meeting maintenance and operational goals.

Represents ADOT/IDO in negotiating and executing agreements with public and private organizations, including State Transportation Board, Governor's office, Legislature, Federal agencies, Local governments, and Association of General Contractors of Arizona (AGC). Will drive state vehicle in the course of state business.

Actively manages dashboards to monitor overall construction program delivery as well as maintenance and operations. Analyzes risks and takes action proactively with the Pareto Rule and Delta Force rule as appropriate.

Drives continuous improvement initiatives through Arizona Management System (AMS). Participates in team-based formal and
informal efforts to make AOOT/IDO more effective and efficient.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
Knowledge of administering transportation industry guidelines, organizational management and performance based particle design.
Knowledge of process improvement/lean management via the Arizona Management System (AMS).

Skills:
Skill in verbal and written communication with strong negotiating and relationship building skills with stakeholders.
Skill in leading timely completion of projects.

Ability:
Demonstrate ability to effectively assess, articulate, implement & synthesize complex projects and organizational needs with diplomacy.
Ability to coach and develop employees, including continuous improvement practices and principles.

Selective Preference(s):

A Bachelor's degree in Civil Engineering, Construction Management, or
Business Administration with experience in program management, design, or construction.
15+ years of related experience demonstrating progression of increasing leadership responsibilities.
Registration with the State of Arizona as a Professional Civil Engineer, or proof of eligibility for reciprocity.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
