Job Summary: |
The Intelligence Unit Special Agent Supervisor works under the direction of the Intelligence Unit Manager. The Special Agent Supervisor is responsible for overseeing the investigation of illegal gambling complaints to ensure compliance with the Arizona Tribal-State Gaming Compact, State, and Federal laws, and off-reservation complaints of Arizona Revised Statutes Title 13, which may include gambling violations, racketeering, money laundering, and illegal criminal enterprises. The Special Agent Supervisor will ensure proper case management of criminal investigations conducted by Unit officers.
The Supervisor will ensure that criminal investigations are properly documented and that adequate and relevant evidence is obtained for criminal and civil prosecutions. The Special Agent Supervisor will supervise and provide guidance to officers working in undercover capacities, monitor surveillance activities and techniques, and ensure the complete and proper documentation of all criminal activities.
The Supervisor will also monitor the special agents’ interviews of witnesses, the use of confidential informants, utilizing physical and digital surveillance, the preparation of complex affidavits and search warrants, special agent testimony in hearings, grand jury, and court proceedings. The Supervisor will oversee the execution of search warrants, arrest warrants, and authorize arrests when appropriate. Supervisor will carry an authorized firearm pursuant to the ADG policy and will be responsible for the protection of health, safety, the welfare of the public, and the gaming tribes.
The Intelligence Unit Special Agent Supervisor will be required to maintain Arizona Police Officer Standards & Training ("AZPOST'') certification at all times. The Supervisor will interact with other Law Enforcement Agencies and promote the ADG mission. The Supervisor is required to work with prosecutors from the Arizona Attorney General's Office, and the Maricopa County Attorney's Office to ensure successful prosecution of criminal violators. The Supervisor must ensure proper evidence procedures are followed while developing cases for prosecution and must possess strong analytical and organizational skills, excellent communication skills and attention to detail is paramount to the Supervisor’s success.
The Supervisor is required to work weekends, swing shift, graveyard shift, or long hours to accomplish the Unit's goals. He or she will be required to travel outside of the State, and throughout the State to supervise investigations. He or she must have thorough knowledge of AZ Revised Statutes, basic computer skills, and extensive knowledge of law enforcement techniques and practices. He or she must ensure proper law enforcement methods and techniques are adhered to at all times to ensure the protection and safety of the public, and all Agents.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.
Job Duties: |
Supervise criminal investigations of violations of the Arizona Tribal-State Gaming Compact, State, and Federal laws. This includes, but is not limited to, ensuring the completion of comprehensive reports, reviewing regulatory, criminal and financial documents, conducting interviews, monitoring surveillance and undercover operations, evidence collection, and testifying at hearings and in court. The preparation of affidavits and the planning and execution of search warrants, arrest warrants, and authorizing arrests when necessary. Much of the time will be spent in the field working in an enforcement capacity necessitating proper Officer Safety Tactics.
Special Agent Supervisor is responsible for overseeing the initiation, coordination, and maintenance of complex criminal gambling investigations conducted by the Department, as well as reported criminal violations received, in support of other law enforcement agency investigations, including Tribal and Federal Agencies.
Special Agent Supervisor will be required to travel; this may be by automobile and/or air transport (or other means of transportation), and may require overnight or longer stays. Supervisor may also be required to work nights, weekends and holidays.
Knowledge, Skills & Abilities (KSAs): |
Knowledge:
• Special Agent Supervisor must possess extensive knowledge of the Arizona Tribal-State Compact and Appendices.
• The Special Agent Supervisor must possess extensive knowledge of the Arizona Revised Statutes, Chapter 13, gambling, 13-3301-13-3311, racketeering, 13-2314, money laundering, 13-2317, illegal criminal enterprises, 13-2312, and applicable federal laws; have the ability to gather facts; analyze and comprehend information in order to make logical interpretations necessary to perform administrative and supervisory duties; have the ability to communicate clearly with subordinates in order to provide guidance and expertise; must possess diplomatic and interpersonal skill concerning Native American cultures and sensitivities.
• The Supervisor must monitor and ensure proper case management of all unit Investigations and capable planning and organizing individual and multi-agency operational plans.
• The Supervisor must possess the experience and knowledge to recognize potential public safety issues and the threats and dangers associated with undercover operations.
Skills:
• The Special Agent Supervisor must have good computer skills, excellent writing and communication skills to effectively supervise the Intelligence Unit.
• The Supervisor must be capable of gathering facts, organizing, and comprehending information to make logical interpretations necessary to perform operational duties.
• Supervisor must possess excellent investigative techniques, knowledge of available law enforcement resources, and ability to mentor subordinate staff members.
• The Supervisor must have an extensive knowledge of the Tribal-State Compact, as it relates to the assigned duties and must have extensive knowledge of gambling laws, gambling strategies, and betting.
Abilities:
• Special Agent Supervisor must qualify annually with duty weapon, achieving a minimum score of 210.
• Special Agent Supervisor must complete eight (8) hours of continuing Law Enforcement education annually.
• Special Agent Supervisor must possess a valid drivers license and be able to drive a motor vehicle.
• Special Agent Supervisor must have the ability to perform static and mobile surveillance in vehicles, or on foot.
• Special Agent Supervisor must have the ability to affect an arrest or survive an encounter until backup Agents/Officers arrive.
• Special Agent Supervisor must have excellent communication skills.
Selective Preference(s): |
• Special Agent Supervisor must have an extensive law enforcement background. Minimum three years prior experience as a supervisor with a law enforcement agency highly preferred.
• Special Agent Supervisor must be proficient in proactive Law Enforcement methods and techniques. This would include undercover operations, surveillance techniques, conducting interviews, developing probable cause, preparing affidavits, executing search warrants, effecting arrests, case management and testifying in criminal and administrative proceedings.
• Special Agent Supervisor must have proficient computer skills to assist and coach subordinate agents to be able to conduct open source intelligence searches, as well as prepare criminal intelligence files in accordance with Title 28 CFR requirements.
