The Heavy Equipment Operator (HEO) operates all types of heavy engineering equipment and material handling equipment to include, but not limited to, 75-ton mobile crane, road graders, bulldozers, front end loaders and 10–20-ton dump trucks in support of road maintenance and railroad maintenance operations. May serve as lead HEO on specific projects ensuring workload requirements are completed as scheduled. Supervises a Department of Corrections inmate work crew as required.
The Heavy Equipment operator (HEO) performs work within the ammunition storage area (ASA) which will place the individual within the explosives safety quantity distances (ESQD) Arc of a potential Explosion site (PED)

Responsibilities include:
• Operates assigned vehicles/trailers (above and below 26000#GVWR) Operates heavy equipment and material handling equipment, loads and unloads cinders, asphalt millings and crushed concrete materials from borrow sites to complete road maintenance and repairs. Replaces culvert drainage piping to restore drainage under roadways and railroad tracks. Performs snow removal operations as required.
• Supports 60- and 80-ton locomotive operations as a brakeman/conductor, supports railroad track inspections and maintenance and repair of installation trackage. Provides transport capability for ammunition and explosives, to include large rocket motors, hazardous materials, and inert ammunition components.
• Supervises a Department of Corrections inmate/work crew during road construction or repair activities, maintenance of barbed wire fences, clearing of vegetation from igloos, and the maintenance of railroad track and rail beds.
• Performs preventive maintenance checks and services (PMCS) on assigned equipment. PMCS activities occur, prior to use during, after, and Periodic (ie. daily, weekly, monthly, quarterly and annual, etc). Perform routine inspections and operator level maintenance on equipment assigned. Turns in equipment to maintenance shop chief for periodic maintenance and services, maintains documentation as required.

Knowledge of:
• The application and usage of Federal, state and local laws, rules, regulations, policies and procedures governing the use of construction equipment, as well as how to find answers to safely operate assigned equipment, if not already well established.
• The safe use of assigned powered equipment, and basic hand tools.
• Local standard operating procedures (SOP) involving the understanding, operation, maintenance and user level repairs of loaders, graders, bulldozers, CMV's,
• work trucks, trailers, and associated tools and equipment.
• The capabilities, operating procedures, maintenance and safely requirements for a D-7 and D-8 bulldozer, clamshell bucket and track- hoe.
• The safe operating procedures for gasoline or diesel-powered engines or construction equipment with wheeled or crawler type traction for such operations as rough grading earth moving, snow removal back filling, ditching and fine grading.
• The rails specific knowledge of 60- and 80-ton locomotives track inspection and repair methods; brakeman /conductor procedure.
• The basic principles and procedures for operations in and around ammunition storage areas.
• Studying training materials or regulatory guidance. Being capable of retaining information. Being capable of retaining information, displaying retention through various forms of demonstration (ie, written examinations, verbal feedback, physical demonstrations of required tasks etc))
• The risk associated with working with and in close proximity to high explosives and the safety measures required to perform such activities.

• Work with minimum or no supervision.
• Attend a Federal Railroad Administration (FRA) railroad engineer certification class, track inspection and maintenance certification class and brakeman/Conductor certification class.
• To read, understand and communicate in the English language to supervise DOC Workers

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. Minimum 5 years of experience in heavy equipment operations, road/railroad operations, construction, and maintenance.

Special Job Requirements:
This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) In/out of State travel required. Individuals are required to pass a criminal background investigation. Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire. Must obtain and maintain an FRA Brakeman/Conductor Certification or Qualification within 2 years of hire. Must obtain and maintain a Commercial Driver’s License with Hazardous Materials Endorsement within 6 months of hire.
Must be able to satisfactorily complete, and sustain, the following types of training, licensing, and /or permit requirements (as applied by the positions training, qualification and certification requirements which are established by the department’s OOCB processes) OSHA Topics, General Awareness, and initial departmental training modules. Department of defense explosives awareness and Hazardous Materials training courses or equivalents, as applied within DOD explosive safety standards. Mission peculiar vehicles, equipment, and specialized tools, as assigned by the department and associated regulations.
