DES is seeking an experienced and highly motivated individual to join our team as an Accounting Specialist 2 for the Division of Financial Operations, Accounting Administration with the Payroll unit. This position gathers, compiles, and reconciles fiscal data; examines and verifies fiscal transactions, such as billing invoices, accounts receivable, accounts payable, payroll, travel claims, or other financial documents; assists in the preparation of reports summarizing financial transactions; and may guide and instruct lower-level employees.

This position may offer the ability to work remotely, within Arizona, based upon the department’s business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Monitors and audits fiscal transactions for compliance with Federal and State regulations and approves distribution of funds.
• Makes entries and revisions to payroll accounts, accounts payable, leave payouts, and direct deposits.
• Reviews fiscal documents, such as payroll reports, budget revisions, transfers, vouchers, encumbrances, and travel claims.
• Verifies accuracy, timeliness, and proper preparation of correct pay and distribution codes and sequence numbers.
• Prepares or utilizes reports in the work system.
• Compiles information and drafts periodic reports regarding the activities of the unit.
• Calculates expenses, receipts, or other fiscal data for periodic reports; and corrects computations as needed.
• Calculates and determines the distribution of employee time, posts records, or enters fiscal data to update and maintain records of transactions.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:

• Principles, methods, and practices of fiscal and financial record keeping.
• Automated accounts payable/receivable and payroll systems.
• Productivity tools, such as Microsoft Office, Gmail, and Google Suite applications.

Skills in:

• Math and research.
• Entering financial data with attention to detail and accuracy.
• Analyzing and interpreting fiscal data.

Ability to:

• Understand, interpret, and apply fundamental accounting principles and general fiscal and financial record-keeping practices.
• Accurately and efficiently analyze and interpret fiscal and statistical information.
• Work independently and without supervision when required.

Selective Preference(s):

The ideal candidate for this position will have:

• One year level of accounting experience plus a Bachelor's degree with a major in accounting.
• Experience using Arizona Financial Information System (AFIS) and Human Resource Information Solution (HRIS) preferred.

Pre-Employment Requirements:

• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
