Job Summary:

This position reports to the Bureau Chief of Women's and Children's Health and will serve as a lead program manager on key maternal and child health activities and grants. This position is responsible for managing major federal block grants administered by ADHS, the Title V Maternal Child Health Block Grant ($7.4 million) and the Preventive Health and Health Services Block Grant ($1.8 million), as well as a number of sub recipient contracts with block grant sub-recipients and contractors. The position will carry out goals and objectives in grant requirements, manage budgets, monitor contracts, conduct site visits, provide technical assistance, and report on all deliverables. This position will be responsible for updating and developing program policies and procedures; developing and maintaining collaborative relationships; and grant writing. The position will work with the Bureau Chief of Women's and Children's Health and Office Chief of Assessment and Evaluation to coordinate the Title V MCH Block Grant, including the annual report and application. This position will prepare and coordinate information for bureau finance meetings and grant reviews. The position will participate in national- and regional-level coordination activities and technical assistance related to the two federal block grants. The position will participate and facilitate meetings and work groups with internal and external stakeholders as well as organize and implement annual summits. The position will provide leadership and serve as the liaison with internal and external maternal and child health (MCH) stakeholders to ensure alignment with statewide efforts.

Job Duties:

Leads and manages the development and timely submission of annual deliverables for the federal and state funded grants, including annual reporting and application and coordination of Advisory Committee/public meetings.

Develops and monitors budgets, including processes to contract with outside agencies, vendors or providers (i.e., RFGA, RFP); ensure fiscally responsible and cost conscious financial management; prepares contractual agreements.

Ensures compliance with appropriate state and federal regulations governing program funding; develops and maintains Policy and Procedure manuals, project/program websites.

Participates in national, regional, and local level coordination of grant activities; serves as a liaison and meets with internal and external stakeholders; convenes stakeholder work groups. Leads, coordinates, and implements bureau level activities and events.

Maintains collaborative relationships with internal and external partners to support activities of the grants; addresses and troubleshoots issues as needed; provides technical assistance; and conducts site visits.

Other duties as assigned as related to the position (typically 5% - 10%).

Knowledge of:
- Public health and state, county and local health care delivery systems, programs planning and development and resource allocation principles; procurement and contract policies; applicable Federal and State statues.
- Grant application and monitoring practices.

Selective Preference(s):

Bachelor’s degree in business administration, public health or related field with at least three years of combined work experience in a relevant field. Preference will be given to candidates with prior public health experience. Master’s degree may substitute for one year of work experience.

Retirement:

- To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit.
