Job Summary:

Under general direction of the Deputy State Engineer, this position manages the Contracts & Specifications group ensuring compliance with State and Federal agency guidelines including the Federal Highway Administration (FHWA), American Association of State Highway and Transportation Officials, similar groups, and outside agencies on issues affecting project delivery and specifications.

This position oversees multiple teams, provides guidance to other groups managers and has interaction with the public.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Directs the operations of C & S and provides oversight, leadership and coaching to the C&S group. Supervises the selection of personnel and assures the highest possible standards of achievement are maintained. Manages a continuing On-the-Job training program to upgrade personnel. Prepares the estimates, specifications, and other bid documents that lead to advertising a project for bids. Provides leadership in reviewing and approving construction standard specifications.

Develops communications with the FHWA and contractors, providing guidance and leadership to subordinate group managers and ADOT services in the effort to obtain cost effective construction projects. Manages the development of the highway program, and participates in the continual research for more economical and efficient methods for preparing the construction bid package and more cost effective construction.

Manages the bid proposal and bid review process, assures legal requirements are met with the Attorney General's office. Analyzes the proposals to assure bid packages are complete. Works with the State Engineers office and the Attorney General's office in reviewing and analyzing bid protests and preparing responses. Presides at the public opening of bids.

Manages the development of construction standard specifications and special provisions for the construction of highway projects including those sponsored by ADOT and Local Governments. Participates in the pre-qualification process of the contractors. Coordinates group work efforts with the State Engineer, other Group Managers, District Engineers and the consultant community. Prepares budgets.

Carries out assigned administrative activities and maintains the required records and accounts assuring compliance with ADOT policies and procedures,

Knowledge, Skills & Abilities (KSAs):

Knowledge:
-Knowledge of construction methods and procedures
-Knowledge and understanding of basic contract law
-Knowledge and understanding of Highway Development Process
-Knowledge of Civil Engineering Principles and Concepts
-Knowledge of Federal Regulations and State Statutes as they relate to highway projects
-Knowledge of Microsoft Products and Google Suite

Selective Preference(s):

Five years supervisory of engineering experience plus a minimum of 2 years management experience.

Prefer experience in highway construction or design.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Registered as a Professional Civil Engineer (PE) with the Arizona Board of Technical Registration or proof of reciprocity in the State of Arizona.

Valid Driver license required.
