Job Summary:

The Administrative Services Officer 1 (ASO1) - Purchasing Specialist is part of the Purchasing team and will collaborate with the Business & Finance team to simplify, develop, and participate in a variety of administrative and business management functions. The Purchasing Specialist will be responsible for providing support to program management and working with one or more Divisions within the Agency. The Purchasing Specialist will utilize the agency's procurement, budget planning, and financial systems. The ASO1 is responsible for ensuring that the quality of the work is acceptable, accurate, and that deadlines are met.

This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

Job Duties:
  • Analyze and process purchase related requests; manage encumbrances, budget and other related division fiscal/business requests.
  • Follow state and agency policies for all applicable purchase requests, including credit card use.
  • Use the procurement system for review and entry of all requisitions, which includes determining appropriate contracts.
  • Manage the planning and financial systems for review, planning, performance and entry of all budget, which includes determining the appropriate funding codes and sources.
  • Ensure the standard work is followed, the quality of the work is acceptable and accurate, and all deadlines are consistently met.
  • Analyze and ensure invoices are moved forward for payment.
  • Assist with helping the agency receive timely and accurate invoices.
  • Contribution to the team’s standard work management.

  • Business and environmental issues relevant to Arizona.
  • Accounting principles and practices; Generally Accepted Accounting Principles (GAAP).
  • State government and department organizational structure; and Internal control structures, and fiscal management; and Confidentiality.
  • Knowledge of Agency and State-wide policies/training required to be current.
WORKING KNOWLEDGE OF:
  • Arizona Revised Statutes (ARS) related to the department/finances.
  • State Procurement Code and State of Arizona Accounting Manual (SAAM).
  • Statewide procurement system and financial system.
  • Department's budget planning tool.
  • Team's standard work processes.
  • Microsoft Office and the G-Suite/Workplace.

Selective Preference(s):
  • Associate of Science Degree in Business, Finance, Accounting, or other related field.
  • Minimum two (2) years responsible administrative experience equivalent to or above the Administrative Assistant Ill level in such fields as personnel, budget analysis, purchasing, accounting, data processing or related administrative activities.
