The mission of the Water Infrastructure Finance Authority is to maintain and improve water quality in Arizona by providing financial assistance and technical assistance for basic water infrastructure.

Job Summary:

Under the general direction of the Water Resources Manager and Assistant Director of Water Projects, the Project Manager coordinates the environmental and the technical aspects of WIFA’s Financial Assistance and Technical Assistance programs for the Clean Water SRF, Drinking Water SRF, Water Supply Development Revolving Fund, Water Conservation Grant Fund, and Long-Term Water Augmentation Fund.

Conducts stakeholder outreach and assists potential applicants, including water systems and communities, with funding questions; ensures program compliance with federal and state environmental regulations; identifies and applies WIFA’s A.A.C. Rules as they relate to the implementation of technical and environmental processes and recommends revisions to rules and statutes to better comply with WIFA’s mission.

Develops and implements technical policy and procedures for the Authority; monitors project status and conducts on-site construction observations to ensure compliance with terms and conditions of loans and grants; assists in the facilitation of the bi-annual Clean Water and Drinking Water Needs Surveys.

Provides guidance and technical assistance to owners, operators and consultants of drinking water/wastewater systems statewide for developing plans and programs to utilize funds from WIFA; evaluates applicant projects to produce written, graphical and verbal analysis for inclusion in staff reports; coordinates with regulatory agencies.

Job Duties:

Other responsibilities include but are not limited to:

• Serve as the liaison between WIFA and members of the public receiving financial assistance, which includes providing timely responses and high-level customer service

• Provide staff support to WIFA’s Board of Directors and Committees by researching and drafting due diligence reports and technical analysis of potential projects

• Manage WIFA’s engineering and technical contracts for technical assistance and loans and assisting with project management and program development for all five of WIFA's funding programs

• Coordinate and work with WIFA’s Financial Services Staff to generate environmental and project finance-related due diligence reports and environmental reviews for all five of WIFA's funding programs

• Evaluate and approve engineering cost data to facilitate disbursement of funds for planning, design &construction loans and grants

• Advise WIFA’s Director, Board of Directors and staff on technical and environmental issues related to projects

• Establish inspection and site visit schedules and complete inspections for all WIFA funded construction sites

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• Knowledge of design, construction, operation and maintenance of wastewater treatment processes, drinking water systems and associated distribution and collection systems

• Knowledge of statewide water resources issues and challenges concerning water systems across the state

• Knowledge of Federal and State environmental regulations, specifically related to water

• Knowledge of data management, research methods related to water resources

• Knowledge of Arizona’s regulations pertaining to water resources

• Knowledge of WIFA Policies and Procedures

Skills:

• Skilled in public outreach, customer service and presenting information to members of the public, elected officials or to other state and local officials

• Skilled in researching, reviewing and analyzing water resources and wastewater data, specific to water systems and communities in Arizona

• Skilled in planning, conducting, and leading on-site construction or compliance-related site visits while properly documenting observations

• Skilled in researching and drafting technical composition and or statistical reports that include conclusions and/or recommendations

• Skilled in working within a team environment, which includes collaborating with federal, state and local government entities

• Skilled in using computers, including all Microsoft Office Suite applications, with a focus on Excel worksheet experience

• Skilled in managing multiple projects and prioritizing tasks between project specific requirements

Ability:

• Ability to analyze complex technical and analytical research related to water resources management as well as water resources infrastructure financing

• Ability to establish and maintain effective working relationships with stakeholders, including members of the public, wastewater and drinking water system staff, legal and financial advisors, other state and local government agencies, public officials, elected officials, WIFA Board and Committee members, and our Team here at WIFA

• Ability to travel throughout the state and conduct site visits in outdoor settings, attend public meetings and represent WIFA in funding discussions

• Ability to analyze financial documents related to infrastructure funding, such as payment invoices, budget tables, or other relevant accounting documents

• Ability to communicate effectively with the members of the public, in writing and verbally and provide timely updates to stakeholders who have received financial assistance from WIFA

• Ability to take initiative on tasks and effectively manage deadlines and workload between the various funding program requirements

Pre-Employment Requirements:

• Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.11)

• Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment
