Job Summary:

Manage the assets of an operations org which may include: Develop, implement and monitor an annual work program assuring the scheduled work activities and production can be accomplished within the $1 million (or more) annual budget;compose a strategic plan in line with the department's goals; supervisor work crews and administrative staff; accountable for incident response and incident management; accountable for maintaining the roadway and roadside and its features to the desired level of service.

In addition, be responsible for ensuring proper operation and maintenance of the light and heavy equipment fleet assigned to the Org; ensure that operators are properly trained and qualified under the Equipment Operator Training Evaluation Program; and ensure that work crews are properly training in t Manual on Uniform Traffic Control and department supplements for traffic control.

Provide input into the project development process: recommend locations for new construction and spot improvement projects; work with the Operations Superintendent and the Maintenance Engineer in establishing areas for spot repair and major rehabilitation pavement projects; review plans and specifications, project assessments, attend field reviews and provide technical support.

The Operations Supervisor is responsible for assuring that the public's investment in its highway system is preserved and safe to travel upon. Must be able to respond to emergency call outs (24/7) within 30 min. Overtime will be required, including working nights, weekends, holiday.

Job Duties:

Review plans, specification and project assessments, attend field reviews and provide technical input. Provide technical input to construction orgs during the construction projects. Develop projects for submittal to construction program.

Responsible for developing and reviewing technical specifications for maintenance contracts, administering contracts and and service agreements to ensure terms are fulfilled, providing technical input for the purchase of new or replacement equipment, and developing strategies for addressing roadway deficiencies.

Prepare, execute and adjust annual work program. Monitors operations work plan implementation to ensure quality, timeliness and proper performance of operations activities. Schedule highway operations technicians, equipment, materials, and contractors needed to accomplish assigned tasks.

Oversees maintenance and OOE expenditures for compliance with policies and procedures.

Responsible for using leadership skills and technical expertise to supervise the work crews as needed to safely and efficiently perform highway operations work, operate equipment and respond to incidents. Perform performance appraisals and initiate disciplinary actions on employees.

Monitor org budget to ensure expenditures are within guidelines for work accomplishments and in compliance with procurement policies.

Visually inspect roadway/roadside features to determine maintenance priorities and needs. Responsible for conducting inspections of highway features to ensure compliance with design criteria and current safety standards for all Interstate and State routes within the districts geographical area.

Task required driving district routes on routine basis. Operate a state vehicle in the course of conducting State business.

Monitor permits work for compliance with permit specifications and department standards. Monitor right of way for unauthorized encroachments.

Coordinating work of volunteers, prison inmates and other customers desiring to assist the maintenance program.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
Extensive knowledge of: the department's mission and goals; federal, state and agency laws, rules, and regulations, policies and procedures, methods, practices, techniques, tools and equipment used in the construction and maintenance of highways;
Safety practices and OSHA requirements;
Managerial practices and supervisory techniques;
State and department regulations governing procurement policies; engineering principles and practices;
Contract specifications and contract administration;
Road and roadside materials; hydrology and hydraulic principles as it relates to drainage facility maintenance;
MUTCD and department traffic control requirements;
incident response and incident management techniques and local emergency management protocol;
Environmental regulations governing impacts to cultural and biological resources, and waters of the US; Permits process relating to right of way encroachments;
Winter storm management principles, the utilization of data from the National Weather Service and ADOT Roadway Weather Information System, appropriate use and application of anti-icing and deicing chemicals.

Ability to coach and develop employees, including continuous improvement practices and principles

Selective Preference(s):

High School Diploma or GED

Three (3) years experience as a Highway Operations Tech II; OR two (2) years as a Highway Operations Tech III, OR one (1) year as a Highway Operations Tech IV.

Required training or equivalency Supervisor Training in Accident Reduction Techniques (START), Equipment Operator, Training and Evaluation Program, Maintenance Supervisor Training Program, Traffic Control MUTCD.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
