We are looking for an ESS 4 – Legal Analyst – Rule Writer to help drive our agency towards accomplishing this mission/vision.


The Legal Analyst - Rule Writer will support compliance functionality, will help implement legislative changes, and will produce rules and reports to comply with statutory requirements. This position will support senior leadership through process improvements, policy recommendations, special initiatives, and other assignments as required.

This position is available for remote work on a full-time basis within Maricopa County, Arizona (including virtual office arrangements).

Job Duties:

• Perform legal research and analysis; present arguments clearly and logically in written and oral form; analyze and draft legislative measures and rules.
• Draft environmental regulations.
• Provides leadership in implementation of the Arizona Management System and continuous improvement through coaching, facilitation, and investigation of Section standard work and practices.
• Ensure adherence to regulatory and statutory requirements for issuing regulations.
• Make recommendations concerning compliance and legal issues.
• Assist with impact analyses of new laws and rules.

Knowledge, Skills & Abilities (KSAs):

• Knowledge of Federal and State environmental regulations.
• Ability to conduct research using state and federal codes and registers.
• Ability to reason logically and develop effective solutions.
• Ability to establish and maintain effective working relationships with technical staff.
• Skilled and effective communicator, both verbal and written, to both internal and external customers, including writing technical reports, giving presentations, and facilitation of meetings.
• Ability to work effectively with various management/leadership teams throughout the Agency.
• Ability to read, interpret, write, and apply laws, rules, standards, policies, and procedures while ensuring well-supported and sound conclusions.

Selective Preference(s):

• Juris Doctor Degree (required)
• Bachelor’s degree or higher in environmental engineering, environmental resource management, or environmental science preferred
• 5 years’ legal experience (JD may substitute for 3-4 years’ experience)
• Experience with State and Federal environmental regulations, legal or regulatory research, agency policies and processes, or other regulatory knowledge is preferred.
