ADOA-Shared Services is seeking a highly motivated and experienced Human Resources Manager to join our multi-disciplined HR team. In this pivotal role, you will provide specialized consultation on employee relations, recruitment, classification/compensation, and operations for a diverse portfolio of assigned agencies.
Reporting directly to the Chief Human Resource Officer, you will serve as a crucial liaison between ADOA-Shared Services and the over 90 agencies, boards, and commissions we support.

Job Duties: |
- Team Leadership and Development: Lead, mentor, and manage a team of HR professionals. Cultivate a high-performing and collaborative environment by fostering professional growth and empowering staff to achieve organizational goals. Drive departmental efficiency by identifying areas for improvement and developing strategic plans to optimize HR operations.
- Employee Relations and Investigation: Direct and oversee complex employee relations investigations, preparing thorough summaries, analyzing findings, and developing actionable recommendations with a strong sense of urgency. Provide expert consultation and timely guidance to employees and management on state-wide policies, performance management, and disciplinary actions. Facilitate effective communication and conflict resolution to maintain a positive and productive work environment.
- Strategic HR Consultation: Serve as a trusted advisor to Executive Leadership, management, and first-line supervisors on a broad range of HR issues, including talent acquisition and organizational development. Interpret and apply HR policies consistently and fairly, and play a key role in the development and implementation of new policies that align with strategic objectives.
- Stakeholder Relations and Reporting: Cultivate and maintain positive relationships with internal and external stakeholders, including agencies, legal counsel, and regulatory bodies. Collaborate with the CHRO to provide insightful reports and in-depth analysis on various human resources metrics and trends.
Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
- Human Resources Management principles and practices, including state personnel rules, federal and state laws (discrimination, equal opportunity, FLSA, ADA, FMLA, classification and compensation, recruiting, performance management, employee relations)
Skills in:
- Directing diverse staff, establishing priorities, and communicating effectively verbally and in writing
- Proficiency in researching, collecting, and analyzing data and reports
- Negotiation and persuasive reasoning to resolve employee relations issues
Abilities to:
- Design and deploy HR initiatives, develop policies, and analyze diverse situations to determine actionable solutions
- Synthesize diverse issues and information, make inferences from written material, and develop/implement improvement initiatives
- Analyze problem situations and determine acceptable solutions within legal and regulatory frameworks
- Demonstrate continuous effort to improve operations, decrease turnaround times, and streamline work processes
Selective Preference(s): |
- Seven or more years of experience in a relevant area with increasing responsibility, including at least two years of specialized experience in the area of assignment
- A Bachelor's degree in a relevant field may substitute for two years of specialized experience
