The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions. |

Job Summary: |
Plans, assigns and supervises the work of custodial workers, contract custodians and inmate labor who provide cleaning services for Arizona Army National Guard buildings including dormitory rooms, administrative offices, classrooms, medical examination rooms (Non Bio-Hazard), and associated hallways. Assigns work areas inside and outside entryways of buildings as appropriate. Maintains contact with tenants for the requirements of special cleaning projects. Administers contracts for inmate labor and contract custodial personnel. Establishes and conducts training programs for staff personnel and inmate labor.
Job Duties: |
Responsibilities include:
• Maintains oversight of all custodial functions for both staff and contractor. Ensure that all work procedures are followed and follow up on jobs to ensure completion and quality. Divides workload between staff, inmates and contractors. Assign priorities to jobs and coordinates special effort jobs as required. Files work orders and other administrative paperwork including ordering supplies. Monitors the use and maintaining the custodial supplies inventory.
• Assists tenants and units with planning large events in facilities and assists with setting up where needed.
• Conducts or secures training for staff and contractors for HAZCOM, inmate supervision, new equipment or product training.
• Develops and maintains the inmate labor program. Provides training to inmates and conducts briefings in processing. Submits time and attendance for the inmates.
• Responsible for all administrative functions for custodial staff concerning payroll, evaluations and corrective actions. Monitors time and attendance, approves leave, provides counseling to subordinates. Takes a primary role for the interview and hiring process. Administers the Contract Custodial personnel program with assignments and technical issues.

Knowledge of:
• The principles of Management and Supervision.

• Occupational hazards, safety and first aid.
• The operation of cleaning equipment and chemical use.
• Basic maintenance and use of hand and power tools.
• Safety and the proper use of personal safety equipment.
Skilled in:
• The application of supervisory techniques and interpersonal relationships.
• Organizing and managing time. Including adjusting staff assignments to compensate for absenteeism.
• Overseeing work procedures for minor maintenance and custodial work.
• Logical problem-solving techniques.
• Identifying training needs and identifying effective responses.
• Teaching use of commercial cleaning equipment and proper care.

Ability to:
• Apply all rules of management and supervisory techniques.
• Maintain a Accurate inventory of equipment and supplies.
• Manage employee time and attendance.
• Administer to all contracts in the custodial section.
• Conduct spot checks on work performed by staff and contractors.
• A good working relationship with the staff, contractors and inmate personnel.
• Work with Inmate personnel.
Selective Preference(s): |
Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate shall have a minimum of 5 years’ custodial and light building maintenance experience with at least 2 years supervisory experience. Communicate effectively in the English language both orally in writing.

Special Job Requirements:
• This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel is required.
• Willing and able to supervise DOC minimum-security inmates.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC) within one year of hire.
