      This position, which reports to the Newborn Screening Program Assistant Bureau Chief, is responsible for management oversight of all activities associated with the laboratory and demographic departments within the Newborn Screening Program. The Newborn Screening Office Chief is responsible for assuring that all procedures and protocols are conducted according to the Arizona State Public Health Laboratory policies and according to the Clinical Laboratory Improvement Amendments (CLIA) guidelines. This position fulfills the role as Technical Supervisor for the sub-specialties of Chemistry, Hematology, and Endocrinology under CLIA regulations. This position is in charge of workload review, policy establishment, technical guidance, lab safety, and all aspects of quality assurance including procedural manual reviews, staff training, internal and external proficiency reviews, and equipment preventive maintenance. Responsibilities also encompass management of program budgets to include budget preparation and approval of supplies and equipment purchases. This position will participate in writing of grant proposals and is accountable for grant deliverables as it relates to laboratory testing.

This position is responsible for ensuring adequate coverage for all lobby window positions through managing the lobby traffic and by working with the Office Chief and Operations Manager on scheduling and relaying any issues directly to management. Process and secure customer information, cash receipts, certified paper, applications, corrections, amendments, and confidential documents. Provide quality control of the certified paper and certificates to ensure correct certificates are issued and mailed to correct applicants. Responsible for training lower level staff and will assist with unit workflow, evaluating, recommending and making changes to work processes and procedures.
