POSITION SUMMARY:

This position will assist the Tucson Regional Program Manager in effectively managing the overall operation of the FCRB program. Responsibilities include supervision of program specialists and administrative support staff by training, coaching, mentoring, mentoring, monitoring, and assisting with workload issues. In addition, this position assists with overall program functionality for maintaining accurate data, reporting and process implementation.

Essential functions include but are not limited to:

  • Supervise, direct and guide program specialist and administrative support staff, including the maintenance of the daily work schedules, timely completion of tasks, evaluating performance and assisting with hiring and coaching and monitoring of work and development.
  • Assist with the development and implementation of policies and procedures as well as the maintenance of the FCRB Policy & Procedures Manual and related training tools and materials.
  • Facilitate Review Boards as described under the Essential Functions listed in the FCRB Program Specialist III position description, as needed.
  • Coordinate and provide training for new program specialists and administrative support staff.
  • Attend all State Board meetings and serve as lead staff to a standing State Board Committee, assisting the committee chair with coordination and direction of the subcommittee, in the successful completion of State Board goals.
  • Act as a lead on projects and program goals as assigned by the Tucson Regional Manager and FCRB Program Manager.
  • Work with Program Specialist staff to evaluate board members, training needs and address issues with volunteers. Work with the Program Managers and Training Specialist to provide appropriate training based on board member and program needs as well as child welfare trends and legislative changes.
  • Serve as a back-up in Regional Program Manager’s absence.

This position may be eligible for a hybrid-telework schedule once the employee has completed three (3) months of employment and has sufficiently proved their ability to perform assigned tasks.

Public Service Loan Forgiveness (PSLF) Program qualified employer.

MINIMUM REQUIREMENTS:
This position requires a bachelor’s degree in public administration, court administration, social science or a related field, and five years of experience in a related field, or equivalent. Supervisor experience. Knowledge of Arizona laws, policies and procedures pertaining to foster care and the operation of the Foster Care Review Boards, group dynamics and group facilitation techniques, and the Arizona Department of Child Safety policies and procedures. This position also requires the ability to coordinate and effectively manage numerous projects/schedules at one time, multitask various duties, special assignments and last-minute changes, and lead projects and implement project management techniques. Additionally, this position requires excellent written and verbal communication skills, proficiency in staffing State Board committees, coordinating and facilitating meetings and serving as liaisons between the State Board, local boards and staff, and extensive attention to detail.

The preferred candidate will have knowledge of rules of practice, policies and procedures pertaining to Juvenile courts, adult learning/training techniques, mediation and conflict management principles and skills, and Microsoft programs including Outlook, Word, Excel, and SharePoint.
