Job Summary: |
This position provides financial oversight for the Office of Economic Opportunity, Arizona Finance Authority and the Greater Arizona Development Authority, ensuring compliance with grant requirements and organizational policies. Responsibilities include managing complex grant-funded projects, monitoring budgets with unique guidelines, and coordinating financial activities to support organizational objectives.
Key duties include budget oversight, expenditure monitoring, fiscal transactions, revenue management, and financial reporting. This role ensures funding availability, processes financial approvals, and supports budget close-outs. Additionally, the position gathers data for legislative and policy inquiries and assists with internal and external audits. Strong organization, accuracy, and communication with stakeholders are essential.

Job Duties: |
• Ensure compliance with the Arizona State Accounting Manual, Generally Accepted Accounting Principles (GAAP), and all applicable state and federal regulations
• Collaborate with the Finance Administrator to prepare for audits and respond to internal and external documentation requests
• Support compliance efforts by reviewing budget revisions and ensuring financial activities align with grant regulations
• Manage and oversee reconciliations of accounts and general ledgers and conduct ad-hoc financial analysis as needed
• Oversee the collection, review, and documentation of financial information from partner organizations
• Manage revenue tracking and verify funding availability before authorizing expenditures or approvals
• Monitor revenue, billing, expenditures, and anticipated obligations for assigned funding sources
• Prepare and submit monthly invoices while maintaining accurate records for project milestones
• Conduct periodic audits to ensure ongoing compliance and identify areas for corrective action
• Monitor grant-funded budgets and initiate necessary budget and fiscal adjustments
• Maintain oversight of compliance with federal, state, and local funding guidelines
• Review contracts and awards to determine allowable and unallowable expenses
• Review expenditures and ensure all transactions adhere to grant guidelines
• Ensure compliance with fiscal policies and grant requirements
• Create and update budget performance reports regularly
• Ensure grant expenditures align with approved budgets
Knowledge, Skills & Abilities (KSAs): |
Knowledge:
• Generally Accepted Accounting Principles (GAAP); comprehensive knowledge of the principles, concepts, practices, methods and techniques of government accounting
• Knowledge of Arizona Revised Statutes, applicable agency manuals, and policies and procedures
• Considerable knowledge of the methods and techniques of automated financial systems
• Comprehensive knowledge of reference materials such as federal regulations
• Federal and State accounting laws, rules and procedures
• Understanding of Budget and state legislative process
• Internal control structures, and fiscal management
• General office practices and procedures
Skills:
• Excellent written and verbal communication skills, with the ability to present financial information clearly and concisely
• Strong organizational skills and attention to detail, with the ability to manage multiple priorities and meet deadlines
• Proficiency in financial modeling, forecasting, and reporting tools (e.g., Excel, Power BI, or similar)
• Strong analytical and problem-solving skills, with the ability to interpret complex financial data
• Knowledge of federal, state, and local regulations related to economic development programs

• Independently plan, organize, coordinate and perform work in various situations where numerous and diverse demands are involved
• To work collaboratively with diverse stakeholders, including government agencies, community partners, and internal teams

Selective Preference(s): |
• Master’s Degree in Accounting, Finance, or a related field
Pre-Employment Requirements: |
