Job Summary: |
The Governor’s Office of Strategic Planning and Budgeting (OSPB) is seeking a highly motivated and public service minded individual to serve on the Grants and Federal Resources Team(GFRT) within OSPB to support making prudent fiscal decisions with federal and state dollars to advance equitable outcomes for Arizona citizens. The Grants Management Analyst will assist the GFRT with the responsibilities of the unit including, but not limited to, executing the grant management process through the entire grants life cycle; researching, reviewing, and monitoring grant programs; communicating with stakeholders; and creating recommendations and conducting analysis for the Governor’s Executive Leadership. Working in the Governor’s Office requires a high degree of professionalism. As experience is gained and skill level increases, assignments become more varied, difficult, and complex in scope, allowing more independent work.

Job Duties: |
Grants Management Analyst key job responsibilities will include:
• Develop an understanding of Uniform Grant Guidance (UGG); state and federal laws, rules, regulations pertaining to grants; and grant guidance such as American Rescue Plan Act (ARPA) and State and Local Fiscal Recovery Funds (SLFRF) through on-going internal training, external workshops, and independent learning
• Manage a portfolio of grants including: daily review and processing of financial reports/reimbursements; building relationships with grantees; and providing technical assistance and support
• Support the annual risk assessment process to determine monitoring priorities and levels of grantee support Conduct desk reviews as needed and according to grantee risk level
• Complete the requirements of the grant management cycle including risk assessment, monitoring, corrective action, reporting, and closeout
• Participate in department workgroups to develop processes and identify innovative approaches to solve problems
• Support OSPB state/federal reporting and audits by collecting fiscal and program data and documentation
• Work collaboratively with State agencies, grantees, and internally across the Governor’s Office
• Assist in OSPB grantee training, workshops and other external support activities
Knowledge, Skills & Abilities (KSAs): |
• General understanding of basic accounting practices and principles to ensure the ability to review and identify errors and inconsistencies and to analyze and interpret budgets
• Proficient in Microsoft Office (Excel, Word and PowerPoint), Google Suite, and comfortable navigating new software products and applications
• Interpersonal skills with key stakeholders and ability to build trusting relationships and influence across diverse populations
• Strong oral and written communication skills with the ability to synthesize information and communicate it succinctly
• Understanding and application of grant management policies, practices, procedures, and regulations
• Demonstrate strong collaboration skills, open communication and a positive attitude
• Able to work independently, meet deadlines and take initiative within scope of work
• Detail-oriented, organized and strong analytical and problem-solving skills
• Display discretion and good judgment in the execution of duties
Experience: |
• Master’s degree in a related field with 1-2 years’ experience in grants management; or, a Bachelor’s degree in a related field with 2-4 years’ experience in grants management; or 4+ years’ experience in grants management
