The Arizona Department of Corrections Rehabilitation & Reentry (ADCRR) is hiring a Senior IT Project Manager with 7+ years of experience managing high-level IT projects. The successful candidate will possess demonstrated working technical knowledge, experience, and success leading full-scope medium to large software development and implementation projects and management of Agile/SCRUM teams. This candidate will be self-driven and thrive in a fast-paced, dynamic, challenging environment that operates on collaboration and partnership with all business stakeholders.

Job Duties:

- Directs, leads and manages multiple complex, medium to large, IT software development lifecycle, implementation, agency-wide and enterprise-level projects and/or initiatives from initiation to implementation/deployment based on repeatable project management standards, processes, procedures and practices
- Develops and maintains detailed project artifacts
- Identifies, manages, and mitigates risks and/or issues
- Communicates project status, progress and completes senior-level reporting
- Spearheads change management processes and implements solutions-based improvements
- Manages vendor contract negotiations, selection and timelines
- Monitors completed vendor contracts for performance, deviation or breach
- Interfaces with the Procurement Services Bureau to effectively resolve vendor or contract-related issues
- Oversees the state Project Investment Justification (PIJ) and Information Technology Authorization Committee (ITAC) processes for all applicable projects including but not limited to, Project Investment Justification (PIJ) timely reporting, communication with the Arizona Strategic Enterprise Technology Office (ADOA-ASET) Engagement Manager and Operations Analyst (OA) specific to projects, PIJ origination, ITAC monthly reporting, ITAC presentations, and application of state policies, processes and procedures for the completion of System Security Plans (SSP)
- Manages all aspects of project finance and reporting, including but not limited to, Key Performance Indicators (KPIs), variances, contingencies, project budgets, cost overruns, project invoicing, Return on Investment (ROI)’s, and project profitability
- Manages the Memorandum of Acceptance (MOA) process and fiscal year project estimations, budgeting, and Amazon Web Service (AWS)/Azure allocations
- Mentors and develops other team members through feedback, coaching and direction
- Drives on state business
- Performs other duties appropriate to the assignment

Selective Preference(s):

- Bachelor’s degree plus at least seven (7) years of technical project management in leading multiple complex medium to large IT software development lifecycle, implementation, agency-wide and enterprise level projects and/or initiatives from initiation to implementation/deployment
- Certification in Project Manager Institute (PMI), Project Manager Professional (PMP) and Scrum
- Experience with Agile/Waterfall/hybrid, Azure DevOps, Software as a Service (SaaS), Commercial-Off-The-Shelf (COTS), Data Warehouse

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation.

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
