Job Summary: |
The Enterprise Project Management Office Project Manager is responsible for overseeing multiple small to medium-sized projects, ensuring successful planning, execution, and completion. This role requires a balance of structured project management practices and the flexibility to develop new approaches as needed. The Project Manager works cross-functionally with various teams to define project goals, allocate resources, and resolve conflicts while proactively identifying and mitigating risks.
This is a hybrid position that may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. The successful candidate should be willing to come into the office on an as-needed basis.

Job Duties: |
-Responsible for project planning and execution, dedicating approximately 20% of their time to leading multiple small to medium-sized projects. This includes defining project missions, goals, deliverables, and success criteria while ensuring alignment with organizational objectives. They create project schedules, track progress, and adjust plans as needed to address changing priorities, maintaining a structured yet adaptable approach to project delivery.
-Stakeholder and customer management accounts for 15% of the role, requiring the Project Manager to engage with stakeholders, gather requirements, and set clear expectations. They respond promptly to customer needs, ensuring a customer-centric approach to problem-solving. By soliciting feedback and managing difficult stakeholder situations with professionalism, they foster strong relationships that enhance collaboration and project success.
-Risk and issue management is a critical function, occupying 10% of their responsibilities. The Project Manager proactively identifies potential risks, implements mitigation strategies, and monitors ongoing threats to project success. When necessary, they escalate significant issues to leadership and develop contingency plans to ensure project teams are prepared for potential obstacles.
-Budget and resource management constitute another 10% of the role, as the Project Manager oversees financial planning and resource allocation. They develop and monitor project budgets to ensure alignment with strategic objectives, recommend necessary equipment and software. By optimizing available resources, they contribute to overall efficiency and fiscal responsibility.
-Project team leadership and collaboration make up 10% of the job, requiring the Project Manager to facilitate teamwork across different functional areas. They work to resolve conflicts within and between teams while maintaining confidentiality and professionalism. Open to new ideas, they encourage innovative problem-solving and foster an environment where collaboration leads to effective project outcomes.
-Continuous improvement and process optimization take another 10% of the Project Manager’s focus. They routinely identify opportunities to enhance efficiency, reduce waste, and refine project methodologies. By implementing lessons learned and developing best practices, they contribute to the organization’s overall maturity in project management processes.
-Ensuring compliance and maintaining documentation account for 8% of their responsibilities. The Project Manager ensures that all projects adhere to organizational policies, established methodologies, and PMBOK & ADHS Enterprise Project Management Office standards. They create, update, and store project documentation, making critical records accessible for future reference and continuous process improvement.
-Testing and implementation support represent 7% of their time, as the Project Manager participates in design and testing phases to confirm project requirements are met. They work with teams to define service levels, oversee quality assurance, and coordinate training and transition plans to facilitate a smooth implementation process for end users.
-Reporting and communication take up the remaining 5% of the role, as the Project Manager provides leadership and stakeholders with regular updates on project progress, risks, and dependencies. They ensure transparency and alignment through structured reporting, keeping all relevant parties informed and engaged throughout the project lifecycle.

Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
A solid understanding of project management principles, methodologies, and tools, including PMBOK standards. They should be knowledgeable about organizational policies, procedures, and best practices while effectively managing budgets, resources, risks, and stakeholder expectations to drive successful project execution and continuous improvement.
Skill in:
Should possess strong customer service, communication, and interpersonal skills, with the ability to balance, prioritize, and organize multiple tasks. They must excel in collaboration, problem-solving, and adaptability while demonstrating proficiency in project management, technical documentation, and leading teams to design and implement effective solutions.
Ability to:
The ability to lead projects independently, manage competing priorities, and adapt to changing requirements. They must think strategically and tactically, resolve conflicts, foster collaboration, synthesize feedback, and drive continuous improvement while ensuring alignment with organizational goals and maintaining strong stakeholder relationships.
Selective Preference(s): |
Bachelor’s degree and at least three years of experience in project coordination and management or equivalent experience. A Certified Associate in Project Management (CAPM) or an Agile certification, such as Certified Scrum Master (CSM) or PMI Agile Certified Practitioner (PMI-ACP), is preferred. Experience in government project management, particularly in navigating regulatory requirements, public sector processes, and cross-agency collaboration, is highly beneficial.

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution.
