Job Summary: |
The Arizona Lottery is seeking an experienced Director of Security to join our team. This position will supervise the Investigations team and ensure lottery facilities and system integrity are supported by adequate security measures, including providing for physical access control according to industry standards, while consistently evaluating and mitigating potential risk. This position is responsible for nightly drawings and oversees the random number generator access and maintenance integrity.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties: |
Responsibilities include:
• Manages the Investigations team and evaluates, reviews, and administers employee performance evaluations;
• Responsible for nightly drawings and oversees the random number generator access and maintenance;
• Ensures written documentation, including policies, procedures, and records, is developed and maintained in a consistent manner, according to both state and lottery regulatory standards;
• Reviews major procurement contracts for security-related purposes;
• Recommends amendments to current and new procedures to the General Counsel;
• Maintains a current and comprehensive understanding of Arizona and federal laws, as well as administrative rules, that impact Lottery operations;
• Makes recommendations and implements Lottery policies and practices that are fully compliant with relevant statutes, administrative rules, Multi-State Lottery Association (MUSL) rules, and established industry practices regarding security, and provide for the integrity of Lottery games;
• Provides guidance and training to Lottery staff on security and regulatory compliance;
• Participates in project development regarding Lottery operations;
• Ensures that lottery facilities and systems have comprehensive, adequate physical security measures, including building access control, consistent risk assessments aligned with industry standards, and proactive mitigation of potential threats;
• Oversees security protocols related to vendor ticket printing and production, including comprehensive reviews of printing facility security;
• Direct collaboration with Lottery vendors will ensure game integrity and prompt resolution of any security-related issues;
• Serves as the primary point of contact and Rule 2 Administrator with the MUSL, develops solutions and ensures compliance with MUSL rules and industry best practices related to the security of lottery games;
• Manages investigations related to violation of Lottery laws and rules;
• Cooperates with and assists law enforcement and prosecutorial agencies in investigations related to crimes connected to and/or against the Lottery;
• Collaborates across state agencies in matters concerning the Lottery and participants in national lottery security advisory groups such as North American Association of State and Provincial Lotteries.

Knowledge, Skills & Abilities (KSAs): |
Knowledge
• Knowledge of Federal and State laws, and their application including preparatory offenses, Lottery Rules and Policies in Investigations and enforcement.
• Knowledge of procedures and practices of court proceedings.
• Working knowledge of the criminal justice system, including legal documents, required investigation documentation.
• Knowledge of computers, telephones, standard business equipment, Lottery computers and Lottery game terminals.
• Knowledge of the National Crime Information System and the Arizona Crime Information System.
Skills
• Comprehensive report writing skills, to include the production of timely and accurate reports and documentation.
• Oral communication skills.
• Skilled in the methods, techniques, procedures and practices in criminal investigations.
• Skilled in effective methods and techniques of undercover law enforcement work and surveillance.
• Computer literacy with working knowledge of Microsoft Word, Outlook, the Internet and database input and retrieval.
• Skill in applying and interpreting Federal and State statutes and rules governing investigations and in a regulatory setting.
• Skill in presenting cases in a hearing or trial setting.
• Skill in applying and interpreting civil, criminal or regulatory laws of a complex nature appropriate to agency of assignment.
• Skill in gathering, compiling and preserving detailed evidence and preparing cases for civil and/or criminal proceedings.
• Skill in applying work management and lead techniques and reviewing and determining that case files are proper.
Abilities
• Ability to handle and prioritize a large caseload.
• Ability to conduct investigations, including gathering evidence and conducting investigational interviews.
• Ability to prioritize, plan, analyze, and coordinate investigations.
• Ability to understand the relevance of facts and legal issues to make decisions and act upon them.
• Ability to extract and utilize facts from a variety of sources and apply the relevant statutes, rules and policies to prepare clear, accurate and quality legal documents within specified timeframes.
Selective Preference(s): |
• Knowledge of reporting and research acquired through 2 years of college level training courses preferred.
• 3 years of management or supervisory experience.
• Knowledge or experience acquired through at least 3 years of policy and procedure development. Knowledge obtained through certification as an Arizona Police Officer Standardization and Training.
• 5 years as a criminal investigator.
