Job Summary: |
Manage the assets of an Operations Unit which includes: develop, implement and monitor an annual work program assuring the scheduled work activities and production can be accomplished within the $1 million (or more) annual budget; compose a strategic plan in line with the Department's goals; supervise work crews and administrative staff; accountable for incident and winter storm response and management; maintaining the roadway and roadside and its features to the desired level of service. In addition, be responsible for ensuring proper operation and maintenance of light and heavy equipment fleet assigned to the Unit; ensure that operators are properly trained and qualified under the Equipment Operator Training Evaluation Program; ensure that work crews are properly trained and implementing in the Manual on Uniform Traffic Control and department supplements for traffic control. Provide input into the project development process: recommend locations for new construction and spot improvement projects; work with the Operations Superintendent and the Maintenance Engineer in establishing areas for spot repair and major rehabilitation pavement projects; review plans and specifications; project assessments, attend field reviews and provide technical support.

Job Duties: |
Responsible for using leadership skills and technical expertise to supervise the work crews as needed to safely and efficiently perform highway
operations work, including hiring, performance appraisals, counseling, promotions and other personnel actions, including disciplinary actions. Schedules training, work assignments.
Prepare, execute, and adjust annual work program. Monitors operations work plan implementation to ensure quality, timeliness and proper
performance of Operations activities. Schedule Highway Operation Technicians, equipment, materials and contractors needed to accomplish assigned
tasks. Oversees operations and OOE expenditures for compliance with , laws, policies and procedures.
Visually inspect roadway/roadside features to determine maintenance priorities and needs. Responsible for conducting inspections of highway features
to ensure compliance with design criteria and current safety standards for all Interstate, US and State routes within the Org's geographic area. Task
requires driving Unit routes on routine basis. Includes operation of vehicle during the course and scope of conducting State business.
Develop projects for submittal to construction and pavement preservation programs. Responsible for developing and reviewing technical specifications
for maintenance contracts, administering contracts and service agreements to ensure terms are fulfilled, providing technical input for the purchase of
new or replacement equipment, and developing strategies for addressing roadway deficiencies.
Review plans, specifications and project assessments, attend field reviews and provide technical input. Provide technical input to Construction Units
during the construction projects.
Monitor permits work for compliance with permit specifications and department standards. Monitor right of way for unauthorized encroachments
Coordinating work of volunteers, prison inmates and other customers desiring to assist the Operation program. Other duties as assigned as related to the position.
Knowledge, Skills & Abilities (KSAs): |
KNOWLEDGE
- Extensive knowledge of ADOT's mission and goals; federal, state and agency laws, regulations, policies and procedures.
- Knowledge of methods, practices, techniques, tools and equipment used in the construction and maintenance of highways; safety practices and OSHA requirements.
- Knowledge of managerial practices and supervisory techniques; State and Department regulations governing procurement policies.
- Knowledge of engineering principles and practices; contract specifications and contract administration road/roadside materials; hydrology and hydraulic principles as it relates drainage facility maintenance.
- Knowledge of department traffic control requirements; incident response.
- Knowledge of incident management techniques and local emergency management protocol; winter storm management principles, permits process relating to right of way encroachments.
SKILLS
- Skills in: leadership; work and time management; written and oral communications; reading and interpreting plans, standards, and specifications;
conducting on the job training; visual analysis; computer use; negotiation and conflict resolution; customer service. - The utilization of data from the National Weather Service and ADOT Roadway Weather Information System,appropriate use and application of anti-icing and deicing chemical.

- Also to develop and implement work standards; prepare clear and concise records, reports and other written materials; exercise independent judgment and initiative within established guidelines; establish and maintain effective relationships with external and internal customers.

Selective Preference(s): |
Three years experience as a Highway Operations Tech 3; or one year as a Highway Operations Tech 4. High school diploma or GED preferred.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
