SENIOR PROCUREMENT SPECIALIST

Job Summary:

Responsible for developing and implementing procurement strategies, managing supplier relationships, negotiating contracts, and ensuring the agency acquires goods and services at the best value while maintaining quality standards. Conducts annual physical inventory of all assets within the agency, including handling of surplus or salvage materials in accordance with existing regulations or policies, and asset consolidation when applicable. Oversees mail room functions and staff.

Job Duties:

Oversee and direct all procurement activities for the Corporation Commission. This will include reviewing current contracts with an eye for consolidating and renegotiating for cost savings; performing high-level procurement activities such as specs and bid analyses, and ensuring compliance with state purchasing laws, rules, and regulations. You will supervise staff responsible for asset and inventory management and surplus, and the agency mailroom.

Knowledge, Skills & Abilities (KSAs):

-Knowledge of Federal and State laws and statutes governing contractual agreements and Federal and State funding rules and regulations.
-Knowledge in the State of Arizona Procurement Rules and Regulations and State of Arizona Accounting Manual.
-Knowledge of procurement practices, processes, and procedures;
-Knowledge in contractual language (terms/conditions); a wide range of standard commodities and products, sources of supply, local markets and price trends and customer service.
-Auditing and investigation processes and procedures
-Knowledge of general office procedures; computer systems such as word processing, PC software, (Word, Excel, Access, etc.; data storage systems and filing and records management systems.
-Knowledge of ADOA Fleet Management rules and regulations for operating a state vehicle safely.
-Knowledge of general accounting practices and business law, variety of commodities, products, goods and services, including those specific to the agency.
-Skilled in solicitation and negotiation.
-Skilled in communication; with contractors, vendors, managers and supervisors.
-Skills in identifying and solving complex problems.
-Strong analytical skills.
-Time management skills to effectively meet deadlines.
-Skilled in explaining department purchasing, contract or agreement policies to agency program staff.
-Advise staff on State contracting laws, rules, regulations, operating policies, procedures and ethics.
-Skills in explaining the contract process or terms to contractors, vendors, or staff.
-Skilled in preparing and deliver training to agency staff on procedures, requirements and related issues associated with purchasing.
-Ability to negotiate effectively with suppliers and vendors to secure favorable terms.
-Ability to analyze data, identify trends, and make informed decisions.
-Ability to identify and resolve issues related to procurement.
-Excellent written and verbal communication skills to interact with various leaders, staff, and vendors.
-Ability to manage multiple tasks and priorities effectively.
-Understanding of the procurement process, from sourcing to payment.
-Ability to carry and deliver mail or parcels to different office locations, and divisions, including up & down stairs.
-Ability to maintain an Arizona drivers license with a clean driving record.
-Ability to positively represent the Arizona Corporation Commission under high-volume public contact conditions.
