Job Summary: |
The Arizona Department of Administration (ADOA), Division of Business and Finance (DBF), is seeking a highly skilled and experienced Statewide Accountant IV to join our team. This pivotal role involves managing key accounting areas and tackling complex assignments within a statewide governmental environment. You will apply your expertise in GAAP, GAAS, and GASB to address unique accounting challenges, providing critical analysis and recommendations to management. This position demands a professional who can operate with minimal supervision, taking a lead role in statutory mandates such as Federal grant compliance under the Title 2 Code of Federal Regulations Part 200. You will be responsible for reviewing and approving critical data, including public information requests, proposed policy changes, and agency procedural improvements. Additionally, you will play a crucial role in the development and testing of statewide financial and grant systems, ensuring compliance with Auditor General recommendations, and reviewing federal reporting schedules. Secondary responsibilities include assessing agency system security, contributing to the Statewide Annual Comprehensive Financial Report (ACFR), and providing expert guidance to agencies, the Joint Legislative Budget Committee (JLBC), and the Office of Strategic Planning and Budgeting (OSPB) on complex financial matters. This role may require you to testify in court or before the legislature, demonstrating your ability to articulate complex financial information. Job Duties: |
- Supervises or performs a lead role in the completion of complex assignments by subordinate or other assigned professional and/or technical staff.
Makes recommendations for improvement, applying knowledge and skills of own technical specialty - Monitors subordinate or other assigned professional and/or technical staff follow-up activities on recommendations
- Supervises or acts in a leading role for the oversight of all grants and other federal monies for compliance with federal requirements
- Composes or reviews subordinate or other assigned professional and/or technical staff draft training or guidance materials dealing with subject matters that require considerable discretion, judgment, or negotiation, replying to inquiries, presenting, and requesting information
- Responds to agencies, boards, commissions, and other entities by providing guidance and/or research necessary to resolve problems or situations defined by the requesting entity
- Composes or reviews subordinate or other assigned professional and/or technical staff draft correspondence dealing with subject matters that require considerable discretion, judgment, or negotiation, replying to inquiries, presenting, and requesting information
Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
- Extensive knowledge of GAAP, GAAS, FASB, GASB, and other related publications
- Comprehensive knowledge of the principles, concepts, practices, methods, and techniques of government accounting, audit methodologies, internal control structures, accountability, and fiscal management
- Comprehensive knowledge of other agencies' operations and financial structure
- Comprehensive knowledge of reference materials such as federal regulations (e.g., OMB Circulars), Arizona Revised Statutes, applicable agency manuals including the Department of Administration, General Accounting Office Statewide Accounting and System manuals, policies and procedures, and the information contained therein and its applicability to the assigned area
- Substantial knowledge of research methodologies, spreadsheet techniques, statistical sampling, quality assurance, and final technical report referencing
- Substantial knowledge of the methods and techniques of development of data processing relating to large financial systems
- Progressive knowledge of legal requirements impacting the area of assignment
- Customer service etiquette

Selective Preference(s): |
- Certified Public Accountant license preferred
Pre-Employment Requirements: |
- A Bachelor's degree in accounting or related field is required
