Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. Job Summary: |
The Program Project Specialist 2 position is located at the Arizona Army National Guard (AZ ARNG) / Construction and Facilities Management Office (CFMO) / Planning and Programming Department. As a team member this position will be working under the supervision of Planner III with no supervisory responsibilities. The Program Project Specialist 2 works directly with another Program Project Specialist 2 to maintain accurate State and Federal Real Property Inventories (RPI), making them auditable per the Chief Financial Officers Act (CFOA) of 1990 (Public Law 101-576) and Federal Real Property Asset Management (Executive Order 13327), under the guidance of Army Regulations (AR 405-45) and the associated Department of the Army Pamphlet (DA PAM 405-45).
Job Duties: |
• Manages Real Property (RP) Accountability; Collect, and analyze facility and construction documentation; Review for completeness and accuracy; Complete Real Property audit files; File reviewed/approved documentation into the Facility Information Folder (FIF); Make appropriate database adjustments to reflect current real property status.
• Physical Inventory; Plan schedule and coordinate site visit locations, map and order assets for review; Travel to in-state locations and verify Real Property Inventory (RPI); Develop list of exceptions, and generate documentation to reconcile any disparities in data on-hand and data collected; File reviewed/approved documentation into the Facility Information Folder (FIF); Make necessary database adjustments; Assist with Army Stationing Installation Plan (ASIP) inputs and edits. Confirm units during Site Visits; Works with Program project Specialist II to establish objectives and goals based on analysis of metrics and input from Supervisor; assists in determining the best use of resources and time to achieve goals and objectives, on schedule, as required by National Guard Bureau, or Planning and Programming Supervisor(s).
• Historical Real Property Documentation Review; Conduct research on historical and other records pertaining to Real Property assets; Determine audit documentation shortfalls; Generate new documentation based on research for approval and signature; File reviewed/approved documentation into the Facility Information Folder (FIF); Make database adjustments as necessary.
• Interdepartmental/intradepartmental assistance; Conduct training and assist Project Managers in the correct preparation of Real Property documents; Assist with the generation and review of documentation required of project managers to complete the Real Property record of new assets; Track the status of Real Property Actions by project; Develop and execute PRIDE Web and Real Property training for departments both internal and external to the FMO as needed; Prepares analyses and reports
Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
• Principles, practices, methods and techniques of technical facility documentation.
• Knowledge of contract and construction documentation.
• Knowledge of Real Property accountability methods, techniques, regulations, practices.
• Familiarity with Arizona National Guard facilities and Arizona geography.

Selective Preference(s): |
Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate should have a minimum of 1 year experience in Real Property accountability, records auditing and database management.

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)

• Individual is required to pass a criminal background investigation.
