This position maintains a professional working relationship with ISD staff and multiple business units both internal and external to AHCCCS. This position is responsible for ensuring the established ISD software development life cycle processes are adhered to and proper project communication is maintained between all project personnel. This position is responsible for ensuring staff are trained on the AHCCCS ISD SDLC processes and procedures. This position is responsible for performing analysis, gathering and documenting project requirements and ensuring all project stakeholders are in agreement with the documented requirements. This position works with sensitive data on a daily basis and is responsible for ensuring proper oversight to securing the data is maintained.
Major duties and responsibilities include but are not limited to:
• Coordinate and provide project oversight of multiple large, complex projects, new system development and updates to existing systems. Act as primary liaison between ISD department and multiple business units. Coordinates and oversees the work of multiple Business Analysts for large, complex projects.
• Gathers and documents business requirements for large, complex projects. Prepares project documentation, including project status reports, obtain stakeholder approvals and provide to management and project stakeholders.
• Maintains business systems standards by applying project management methods, tools, and processes as standard practice. Ensure all work in the division is performed in accordance with documented and approved policies, procedures and best practices.
• Attend and participate in project and non-project (classes, seminars, training, demonstrations) related meetings.
• Supports the organization's key business processes and applications and recommends business process redesign where applicable. Provide input for process improvement to documented ISD policies and procedures.
• Provide input into the support of ISD policies and procedures.
Knowledge, Skills & Abilities (KSAs): |
Knowledge:
• Strategic planning in order to develop goals/objectives for the department
• Managing principles in order to mentor and coordinate staff toward the successful completion of projects and assignments
• Computer science in order to determine the best allocation of resources for automated systems development
• Federal regulations in order to maximize federal match on projects
• Federal standards (MARS-E, HIPAA, FedRAMP, NIST) in order to ensure security standards and guidelines are followed and adhered to
• Principles of AHCCCS Quality Initiative (AQI) in order to apply continuous process improvement to department policies and procedures
• Appropriate business requirement specification sections and associated content
Skills:
• Complete Software Development Life Cycle, analysis, requirements, design, testing and implementation
• Creating and executing project work plans
• Creating project documentation effectively
• Clear and proper written and verbal communications
• Excellent interpersonal communication skills
Abilities:
• Establish and maintain effective policies and procedures regarding the operation of the department
• Plan based on the goals and objectives of the department
• Provide effective oversight of the department
• Analyze and resolve a wide variety of problems
• Apply the principles of AQI and SDLC to make improvements
• Demonstrated ability to work closely with business and other diversely talented technologists with a high degree of accuracy and detail
• Interface with users and all stakeholders in order to determine their evolving needs
• Work well independently and in a team environment
• Manage large scale projects, while also managing day to day operations and requests effectively
Qualifications: |
Minimum:
• Bachelor’s Degree and/or 10 years of experience in business analysis or equivalent.
Preferred:
• Master’s degree in Information Technology, Computer Science, or related discipline. Experience preparing/presenting dashboards and data using a data visualization tools. Experience clearly explaining complex methodologies and present findings and recommendations to both technical and non-technical audience.
