Job Summary: |
The Human Resources Manager at the Arizona Department of Agriculture (AZDA) is directly responsible for the overall administration, coordination, and evaluation of the Department's human resource (HR) function.
This includes developing and implementing people system strategies, establishing & maintaining Departmental HR policies and procedures, and managing and supervising subordinate staff.
Job Duties: |
• This includes employee life cycle functions such as talent acquisition, new employee onboarding, training and development, performance management, employee engagement and retention, employee recognition, succession planning, risk management, and employee relations
• Under general direction from the Deputy Director of Operations & Strategy, this position serves as the main HR manager for the Department and serves as the point of contact for ADOA on statewide HR matters
• Assists in the leadership of AZDA's continuous improvement program, including implementation and reinforcement of management system best practices throughout the Department
• Oversees daily tasks and performance, and is responsible for the hiring, termination, and management of the Department's HR team, including appraisals, discipline, and ETE
• This includes electronic and/or physical artifacts such as strategic and operational metrics, process flow boards, action registers, project plans, and other related tools
• Provides expect advice and guidance to employees, supervisors, managers, and leadership on all aspects of AZDA HR polices and recommends policy changes as needed
• Maintains focus on attainment of long-range HR and Department goals in alignment with AZDA's values of Excellence through Accountability and Teamwork (EAT)
• Develops and updates the Department's people system policies and procedures, supports implementation of Department strategies, and measures adherence
• Plans, researches, and develops new and revised methods and procedures to improve the effectiveness of the Department's people system functions
• Develops and maintains visual management tools to monitor and improve the transparency and effectiveness of HR processes and performance
• Attends meetings with Department leadership and assists in the implementation of the Department's strategic plan and operational priorities
• Conducts thorough and impartial employee relations investigations, documenting finding and recommending appropriate actions
• Identifies opportunities for improvement, supports problem solving initiatives, and drives a continuous improvement culture
• Ensures strict compliance with all applicable federal and state employment laws and rules, and Departmental policies
• Performs general HR duties as needed to ensure timely and quality completion of HR tasks and initiatives
• Prepares reports, presentations, and other information as needed for State and Department leadership
• Supervises and mentors HR staff, ensuring alignment with organizational goals
• Facilitates regular HR team check-in meetings

Selective Preference(s): |
• Nationally recognized HR management certification (Human Resources Certification Institute, Society for Human Resources Management, or International Public Management Association for Human Resources)
• Seven or more years of progressively responsible experience as an HR generalist, with experience in all major areas of Human Resources
• Four or more years of HR Manager experience may substitute for the education preferences
• Bachelor's degree in human resources, business or public administration, or a related field
