Job Summary:

The incumbent of the position provides training for ADOT's employees, consisting of Maintenance, Construction, TSMO/SLATE and Administration. Provides a variety of mandatory training classes promoting technical expertise, regulatory compliance and safe work practices reducing the dependence upon utilizing outside sources for these skills and competencies. The position aids ADOT in remaining in compliance with the Manual on Uniform Traffic Control Devices (MUTCD), additional Agency Traffic Control standards and current Traffic Control work practices.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Travel and provide statewide training, promoting technical expertise, regulatory compliance and safe work practices. Teaches technical transportation related courses in-person and/or virtually, with a focus on construction related courses and stay current on modern and innovative training delivery techniques.

Develop, modify, maintain, improve/ update to stay current on all curriculum with the Design team. Modify lesson plans and course objectives as necessary to maintain current training. Develop and evaluate training programs to meet new or changing requirements when needed under the direction and guidance of Training Officer 3.

Provide continuous technical assistance service and needs assessment to State employees.

Other duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
* Adult learning principles.
* Learning management systems, such as SumTotal and Cornerstone.
* Curriculum development to develop, update and evaluate technical training and course work.
* Transportation Construction safety, work zone certification and other related areas to develop, deliver, analyze and evaluate training.
* Learning process, training strategies and training methods
* Administrative and Management theory and practice MUTCD and AASHTO,
* Agency Traffic Control standards and current Traffic Control work practices.
* Knowledge of job requirements for Highway Construction, Highway Maintenance, TSMO/SLATE and Administration Safety policies, procedures, OSHA standards and safe work practices.
* PEN5 and Daily Diary Documentation
* Certification and training matrix.
* Working knowledge of Google Workspace and Microsoft Suite.
* MSHA and OSHA.
* Create Google Classroom and/or WebEx as an Instructor.
* Adobe Acrobat.

Skill:
* Strong non-verbal and verbal skills (such as grammar, punctuation, spelling, proper syntax, proper sentence structure, etc.).
* Training and Instruction skills.
* Effective public speaking skills;
* Skilled in the use of audio visual equipment, classroom organization.
* Use of Google Videos, Quicktime Player & Windows Media player.
* Organizational and presentation/oral communication skills to deliver training, workshops, seminars, webinars and on-demand training to present technical information, concepts and standard work practices.
* Effectively adapt and relate training to the audience and environment
* Problem solving skills
* Develop Standard Work/ Process.

Ability:
* Communicate effectively both orally and written.
* Evaluate and improve training programs, materials and courses.
* Plan, organize and coordinate the execution of a training program.
* Ability to establish and maintain effective working relations with individuals, groups, and representatives or other organizations.
* To become certified in and Instructor qualified on additional curriculum.
* Ability to adapt to change.
* Ability to maintain a high standard of performance of self for internal/external customers.
* Complete Travel Reimbursement in a timely manner.
* Adhere to policies, standard work and standard process.
* Ability to establish and maintain effective working relations with individuals, groups and representatives or other organizations.
* Assume accountability and responsibility for successfully completing assigned tasks.
* Attend Conferences/ Seminars to stay current with the Transportation Construction Industry.

Selective Preference(s):

Three plus (3+) years of experience in the construction and transportation industry. Current (certified) ATSSA TCT, TCS Instructor or ability to obtain.
Current ATTI soils and aggregate, asphalt and field technician testing certified or the ability to obtain.
Current ACI Field testing technician certified or the ability to obtain.
Bilingual a plus.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Current (certified) Flagger Instructor or the ability to obtain within 1 year of hire.
