Job Summary:

Within the Office of Manufactured Housing division of the Arizona Department of Housing, this position will monitor manufacturer certification and the production of manufactured homes under the Department of Housing and Urban Development’s (HUD) manufactured housing program. This position provides surveillance, quality assurance, administrative support, and produces reports of monitoring and inspection results. Provides input for development of processes and procedures. Enforces federal regulations for the construction of manufactured homes. Participates in periodic federal audits of Department performance under HUD’s Inspection Primary Inspection Agency (IPIA) program. These functions support the Agency's mission to maintain standards of quality and safety for the occupants of these regulated structures in conjunction with maintaining good standing with HUD while being tasked with enforcing the federal building standards and requirements on HUD's behalf.

Job Duties:

Under Department of Housing and Urban Development’s (HUD) IPIA program, this position monitors the in-plant processes to construct manufactured homes to ensure they meet the requirements of the Manufactured Home Construction and Safety Standards and the Manufactured Home Procedural and Enforcement Regulations. Documents nonconformance with above standards in detailed inspection reports. Discusses inspection reports with HUD, plant personnel, immediate supervisor, and/or other division management, regarding situations or concerns that may require remedial action. Interprets federal code and regulations on a daily basis and applies the regulation as deficiencies are identified.

This position authors reports to reflect the result of the in-plant monitoring process and maintains records of inspection activity, HUD labeling, serial number assignment, construction deviations or modification requests, quality manual updates and application and the overall factory performance and compliance with HUD approved processes. Other duties as assigned.

Knowledge, Skills & Abilities (KSAs):

Candidate must have knowledge of Federal and State statutes, rules and guidelines related to the Agency and the industry; working knowledge of International Building Codes and HUD codes for construction of manufactured homes; knowledge of construction and manufacturing related to residential and commercial factory-built-buildings. Ability to read and understand engineered design plans. Skill in preparing reports; good verbal communications in the field, among peers and with Agency management; managing software applications, i.e., MS Word and Excel. Ability to communicate and work with diverse populations. Candidate must have valid Arizona Driver’s License.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program.
