The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions. |

Job Summary: |
This position serves as the Human Services Coordinator in the Operations Sections which provides "Whole Community" leadership during a disaster under the general guidance of the Recovery Branch Manager. Provides focus, direction, and support for various recovery objectives and directs the activities of the VAL/PSL and DEMA/EM Human Services reservist cadre. The human services coordinator is responsible for performing duties during the response and recovery phase, which includes providing leadership to mass care activities and assisting communities, individuals, families, and businesses in recovering from disaster damages. This includes the Individual Assistance program and the mass care/emergency assistance program, which supports the coordination of Recovery Support Functions (RSF). Personally, prepares for anytime (24/7) response and no-notice recalls to the State or Alternate Emergency Operations Center (SEOC) and/or Joint Field Office (JFO) during disaster or exercise activations. Serves as the Human Services Coordinator in the State Emergency Operations Center.
Job Duties: |
Responsibilities include:
• Individual Assistance (IA) Program/s - Develops, implements, manages, and administers various Individual Assistance Programs in conjunction with FEMA IA Programs (if available to the State) and works with local jurisdictions to provide needed programs necessary to maximize recovery. Coordinates field efforts for Initial/ Preliminary Damage Assessments (IDA/PDA) with FEMA and SBA for use in proclamation and/or disaster declaration; collects and compiles field data; prepares and maintains accurate documentation and financial records. Performs oversight of the delivery of disaster case management and "unmet" needs and supports the establishment of a long-term recovery task force.
• Supervises and provides leadership to Human Services Group staff, including Voluntary Agency and Private Sector Liaison, and the reservist cadre. Prioritizes, assigns, and reviews workload to Human Services staff. Assures all required reports are completed accurately and on time. Assigns and reviews work to ensure compliance. Initiates and recommends disciplinary actions of subordinates/s. Identifies and resolves workplace problems; manages performance management on AZ360; provides feedback on worker performance. Participates in the interview and selection process of prospective employees. Resolves problems and questions presented by subordinate staff. Approves leave; maintains ETE. Coordinate training and promote teamwork.
• Mass Care/Emergency Assistance - plans and coordinates Emergency Support Functions (ESF) 6 activities, including supporting the Disability, Access, and Functional Needs (DAFN) initiative of the State. Participates and co-chairs the DAFN Task force. Works to refine and update ESF-6 mass care procedures and policies. Develops the framework, creates standard operating guidelines, and establishes/updates a multi-agency sheltering task force, multi-agency feeding task force, and household disaster feeding task force. Refines and updates ESF-6 Mass Care Annex in State Emergency Response and Recovery Plan (SERRP).
• In coordination with the Recovery Branch Manager, coordinate the six RSFs outlined in the SERRP, which serve a critical role in assisting the overall recovery efforts across various sectors. Supports the diverse needs of survivors, including housing, health and social services, infrastructure, economic recovery, community rebuilding, and natural resources.
• Coordinates with Voluntary Agency and Private Sector Liaison (VAL/PSL) - Supports Voluntary Organizations Active in Disasters (VOADs) and other voluntary organizations (including community-based and faith-based organizations) involved with disaster relief. Works to build and expand the voluntary agencies and private sector capabilities to support all phases of the emergency management cycle. Works to build and expand the capabilities of voluntary agencies, non-government organizations, and private sector entities to support all phases of the emergency management system. Aids and guidance to municipal, county, and tribal governmental agencies, voluntary agencies (VOADs), and private sector partners.
• Provides guidance to the community regarding Donation Management (DM and Volunteer management (VM). Enhances working relationships between emergency management, VOADs and DEMA Public Private Partnership Program organizations. Supports the Business Emergency Operations Center (BEOC) during activations.

Selective Preference(s): |
1-4 years of relevant experience in emergency management and/or recovery management and/or administration of an individual assistance program. FEMA Professional Development Series (PDS) and Advanced Professional Series (APS). Bachelor’s degree in emergency management, public health, public administration or related field.
