Job Summary:

Complete assigned compilations and analysis related to the preparation of the Annual Comprehensive Financial Report (ACFR), through participating in the development of the ACFR project plan, using the agency's reporting tool to prepare adjusting journal entries, schedules/reconciliations, drafting footnote disclosures, and performing peer reviews of certain work performed, or on the final report as a whole. Complete assigned federal financial assistance reporting (e.g. Schedule of Expenditures of Federal Awards (SEFA), Federal Funding Accountability and Transparency Act (FFATA), Transportation Investment Generating Economic Recovery (TIGER), etc.), subrecipient monitoring activities, debt compliance tasks and other financial reporting; completing all tasks accurately and on-time. Interact with our external audit firm, as well as internal stakeholders/providers. Assist with the development and review of accounting policies and procedures and with the implementation of new accounting requirements. Receive regular training to ensure up to date knowledge of generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements, Federal Uniform Guidance, and other State and Federal regulations.

This position may be available for remote work within Arizona (Two (2) days per week in the office/hoteling).

Job Duties:

Assist with the preparation of the annual project plan, complete schedules, adjusting journal entries, reconciliations, footnotes and reviews for the Annual Comprehensive Financial report (ACFR). Interact with outside auditors to provide information and answer auditor questions, to facilitate their audit of our agency's financial reports.

Complete assigned federal financial assistance reporting (e.g., 500 series reports, SEFA, Single Audit, FFATA, TIGER Grants, other discretionary grant report etc.), and any assigned sub-recipient monitoring activities.

Perform assigned debt compliance tasks.

Complete training to ensure up to date knowledge of GAAP, GASB pronouncements, Federal Uniform Guidance, and other State and Federal regulations. Assist Financial Reporting Manager in implementing new standards or applying current standards to audited financial statements.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
* Governmental Accounting and specifically in following: GAAP, GASB, FASB, GAAFR and GAGAS for financial reporting.
* Uniform Guidance and Federal Financial Assistance Reporting requirements.
* Automated data processing (AZ360, APP, HRIS, etc.) and how that data is used in the ACFR.
* State laws, policies and regulations governing State accounting requirements.
* Google Workspace.

Skill:
* Analysis and interpretation of financial data.
* Oral and written communications.
* Planning, organizing and managing the work
* Interpersonal  relations as applied to interaction with team members, others in FMS and ADOT, State and Federal officials, outside auditors and other State managers.

Ability:
* Prepare financial reports, to comply with policies and statutes, and to report fairly and accurately.
* Maintain the highest degree of integrity of the financial records and reports, and in personal interactions as part of this role.
* Provide excellent customer service, by understanding and anticipating, constituent and stakeholder concerns.

Selective Preference(s):

A Bachelor's degree with a major in accounting from an accredited college or university; OR a Bachelor's degree in a related field with a minimum of 24 semester hours in accounting courses.
A license as a Certified Public Accountant (CPA) in Arizona, or license as Certified Govt. Financial Manager (CGFM) is also preferred.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
