Job Summary: |
The Standards Engineer position in the Contracts & Specifications unit is responsible for the preparation, review, and revision of specifications for highway construction contracts requested by ADOT design personnel, Highway Operations Group and the contractor community.
Develops, produces, and disseminates new and revised specifications by assisting in the maintenance of the existing system of stored specifications and providing updated information to users on a periodic basis. This position minimizes the impact of changes on both the Department and the contractor industry through careful preparation, thorough review and coordination of both new specifications and revisions to current specifications.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties: |
Research, read, write, revise, review, and approve stored specifications, special provisions, and other highway construction specifications related to the ADOT Standard Specifications for Road and Bridge Construction. Serves as the group's representative on the Contracts Subcommittee of the ADOT Standards Committee and participate in Standards Committee Meetings.
Coordinates with supervisor on specification issues and policies. Advises supervisor on status of specifications as needed to ensure their successful implementation.
Responds verbally or in writing to general and specific questions from contractors, suppliers, consultants, various ADOT offices, and others concerning specifications or other unit related matters as appropriate.
Assists the Department in writing contract documents; such as addenda, advertisements, proposals, affidavits, bonds, and concurrences.
Assists in the preparation of the Standard Specifications for Road and Bridge Construction manual on a periodic basis.
Independently performs research on specifications from a technical and legal standpoint and modifies specifications, writes and distributes reports, letters, policy/procedure statements, and memos relating to specifications.
Reviews plans, specifications and estimates for highway construction projects. Prepares contract documents for construction projects and other transportation related projects that lead to advertisement for bids.
Drive a vehicle in the course and scope of state business statewide.

Selective Preference(s): |
Bachelor of Science Degree in Civil Engineering or related field is preferred.
Experience in civil engineering design, construction, and technical writing. Experience in inspection of civil engineering projects especially highway and roadway projects and contract administration.
Pre-Employment Requirements: |
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Valid Driver's License with an acceptable 39-month driving record history.
